Description
The Air Combat Command Contracting Squadron (ACC CONS) of the Department of the Air Force intends to issue a Request for Proposals (RFP) for the Consolidated Aircraft Maintenance (CAM) Requirement. The CAM program provides aircraft maintenance for the Air Combat Command (ACC) Companion Trainer Program (CTP) T-38 aircraft. These T-38 aircraft serve as trainer aircraft for pilots of fighter and bomber aircraft located at Beale, Holloman, and Whiteman AFBs. The CAM contractor would also be responsible for providing aircraft-related services and aircraft maintenance support for the 46th Test Group, National Aeronautics and Space Administration (NASA), German Air Force (GAF) Tornado, U.S. Army Air, and QF-4 drone program at Holloman AFB, and Transient Alert services at Holloman and Whiteman AFBs. All maintenance must be accomplished in accordance with applicable Air Force (AF)-published and AF-directed technical orders (TOs). Air Force Instruction (AFI) 21-101, Air and Space Equipment Maintenance Management, is the guiding directive for all United States Air Force (USAF) aerospace assets and for maintenance performed under the CAM contract. This acquisition will be unrestricted meaning that competition will be full and open. Therefore, proposals from all sources will be considered. The requirement for full and open competition will be met through requests for competitive proposals. The North American Industry Classification System (NAICS) Code for this requirement is 488190, Aircraft Maintenance and Repair Services (except Factory Conversion, Factory Overhaul, Factory Rebuilding). A pre-proposal conference for subject solicitation will be held at Holloman AFB, New Mexico on 09 Jun 06 at 2:00 p.m. for the purpose of answering questions regarding the solicitation. Site visits will be conducted as follows: Whiteman AFB, Missouri on 05 Jun 06 at 9:00 a.m., Beale AFB, California on 07 Jun 06 at 9:00 a.m., and Holloman AFB on 09 Jun 06 at 8:00 a.m. Details about the pre-proposal conference and site visits were posted to the Federal Business Opportunities (FedBizOpps) website, www.fbo.gov, on 05 May 06 under Reference Number FA4890-06-R-CAM. The solicitation will be issued as a RFP utilizing Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, policies and procedures. The resultant contract will be a Fixed-Price with Award Fee and Cost-Reimbursable Line Items contract. The government plans to release the RFP via posting it to the FedBizOpps website on or near 30 May 06. The RFP will be made available only on the FedBizOpps website. The closing date for receipt of proposals is tentatively scheduled to be 14 Jul 06. Telephonic or written requests for this RFP will not be honored. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates on the acquisition and/or amendments to the solicitation. The government seeks to award to an offeror using the best value approach. With this approach, the government determines the offer that provides the greatest overall benefit in response to the requirement based on an analysis of evaluation factors included in the solicitation. The anticipated date of award is 12 Jan 07. The anticipated contract start date is 01 Apr 07 with a transition period from 01 Feb 07 to 31 Mar 07. The anticipated period of performance is one six-month base period and four one-year option periods.
