- The U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ has a requirement to obtain proposals from sources for a COTS/NDI Enhanced 12-Gauge Non-lethal Point Round. The contractor will be responsible for manufacturing, inspection, packaging, testing and delivery. This round is designed to provide an effective non-lethal point control measure on a targeted individual through kinetic energy upon impact. The capability to tag the individual by releasing a visible, indelible UV dye upon impact is desirable. The base contract will consist of delivery of a quantity of 75,000 rounds. Four (4) options are planned for FY08 through FY11 with quantities of approximately 300,000 rounds per year. Delivery of the basic quantity is desired to be made within 75 days after contract award. The Government is requesting an opportunity to procure government purpose data rights to the selected design. The Enhanced 12- Gauge Non-lethal Point Round is intended to replace the existing M1012 and provide an effective non-lethal point control measure on a targeted individual through kinetic energy upon impact out to 75m. The Enhanced 12- Gauge Non-lethal Point Round shall produce enough non-explosive and non- fragmenting kinetic force upon impact to create an intense stinging effect. Respondents are expected to specify the minimum safe distance in the information submitted. Requirements ??The probability of hitting an E-silhouette should be at least .80 between the minimum safe distance to 75m. ??Round must be compatible with the Mossberg 590 and the Mossberg 500. This pre-solicitation notice does not constitute a formal RFP. The competitive RFP will be posted on the TACOM Acquisition Center PROCNET website http://procnet.pica.army.mil and http://www.fedbizopps.gov/ on or about 5/24/06.
