Description
This is a combined synopsis/solicitation for commercial items to purchase a rider-operated scrubber/sweeper which will provide maintenance support in HX-21 hangars. Per Federal Acquisition Regulation (FAR) Part 8.001, responses are sought only from General Services Administration (GSA) Schedule holders under SIN 271-104, ?Clearing & Cleaning Equipment?. Solicitation Number N00421-06-T-0162 is issued as a request for quotes (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request received from non-schedule holders will not be considered. The applicable NAICS is 333319 and the small business size standard is 500 employees. The Naval Air Warfare Center Aircraft Division intends to solicit and negotiate on a Full and Open Competitive basis with General Services Administration (GSA) Schedule holders under SIN 271-104 for the following; 1) One scrubber/sweeper with requirements as follows: must be rider-operated; must be trailerable; must be diesel-powered; minimal operator contact with cleaning solution is required. Filling the reservoir with cleaning solution shall not require operator to have contact with solution. Cleaning solution shall be ?environmentally safe?. (Worksite is in an environmentally critical area with regards to run-off and possible pollution to the Patuxent River and Chesapeake Bay.) Wastewater cannot be left on hangar floor by the machine, therefore a vacuum system to capture wastewater is required. A cleaning swath with a minimum of 40 ? 45 inches in width is required. Endurance is a factor, the bigger the holding tanks for cleaning solution and wastewater, the less time is spent on filling/emptying the tanks. The holding tank for the cleaning solution shall be a minimum capacity of 70 gallons and the maximum capacity on the wastewater tank shall be 110 gallons. Unit must have easy access to moving parts and consumable materials. Ease of operation/use, with minimal operator training, is required. Provider must have an established service base in the area, within a radius of 65 miles. A 3 year hardware service warranty must be provided, which should include a contract with a 24/7 ?maintenance hot-line?, and on-site service support. A hardware service technician, who will arrive within four hours, Monday through Friday, 8 a.m. to 6 p.m., will be dispatched following the completion of phone-based troubleshooting.
