- NAVAIR Orlando Training Systems Division (NAVAIR TSD) has a requirement to support the integrated Anti-Submarine Warfare (ASW) training mission. This mission includes providing mission focused vice platform focused coordinated tactical team training. It is the intent of NAVAIR TSD to continue exploring and identifying integrated operational and technical requirements necessary to build, enhance, and maintain ASW mission rehearsal components within the Navy Continuous Training. The systems procured shall be modular in design in order to maximize reuse and commonality across similar functions. Agile work processes shall be adhered to in order to rapidly meet emerging ASW challenges and support the mission rehearsal aspect of this system. Environment (NCTE). A full and open competition is anticipated to result in the award of a Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity Contract (IDIQC) with a 60-month period of performance, one base year with 4 options, commencing in December 2006. All ASW platforms in the fleet or in development during this contract period of performance may be included in the integrated ASW training capability. For all platforms, the contractor shall provide a system that is deployable and can interoperate with other platforms to create a robust, integrated multi-ship/aircraft ASW mission training environment. The systems to be procured will have a high degree of functional fidelity with a low degree of physical fidelity. Platform stations may be represented on a display surface rather than producing a physical replica of the station. Significant experience in acoustics modeling on low cost platforms should be addressed in any response to this announcement. Software development and reuse experience and independently verified standards compliance information should also be addressed. The software, documentation and limited hardware will be produced for fleet evaluation. Commercial off the shelf system components will be required. NAVAIR TSD intends to seek unlimited data rights for all products delivered under the anticipated contract. A package of data shall be produced which will define the hardware requirements on which the software is to be installed such that a third party could configure and deploy additional units without modification. NAVAIR intends to award an additional contract in FY08 to produce and deploy the required number of systems. An announcement of sources sought for that contract is anticipated to be issued in FY07. Businesses capable of accomplishing the required services are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact).
