Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. PURPOSE: This is a sources sought announcement and draft specification for the Crew Served and heavy Weapons Aiming Laser (CSHWAL) posted to seek comments from free-world industry, academia, and government. This draft specification is issued as part of a market research effort to support an assessment of the state of the art of commercially available Infra-Red (IR) and green lasers suitable for crew served and heavy weapons applications. This assessment will be used by US Special Operations Command (USSOCOM) to determine if and when a crew served and heavy weapons aiming laser acquisition project will be undertaken. The draft CSHWAL specification can be viewed/down loaded at www.crane.navy.mil/supply/synopcom.htm. The government may use comments, corrections, and other pertinent information received in response to this announcement to refine the final specification. The Government intends to release the final specification as part of a possible CSHWAL solicitation synopsis to be posted on or about 12 July 2006. No hard copies of the specification or the solicitation will be mailed. General System Summary: The CSHWAL is envisioned as a highly miniaturized, portable system exhibiting three laser outputs in a common package. The laser outputs will be a fixed divergence green-light visible aiming/pointing laser, a fixed divergence beam aiming/pointing IR laser and a variable divergence IR target illumination laser. The CSHWAL must provide effective target acquisition and weapon aiming operations to 2200 meters. It should operate either in continuous wave (CW) or pulsed modes. Weight should not exceed 1.5 pounds. The system will be used in conjunction with image intensification night vision devices during periods of limited visibility. The CSHWAL will be mostly used mounted on crew served and heavy weapon platforms for aiming and target recognition and identification. It may also be infrequently used as a hand-held illuminator/pointer. The CSHWAL should be capable of reliable operation, transport and storage in all of the environmental conditions associated with Special Operations Forces operations. INFORMATION REQUESTED: Interested vendors may provide information on one, or more, laser systems. The following information is requested: a. Specification Comments: Vendors are invited to submit comments on the draft specification. b. Commercial or Non-Developmental Laser Products Description: A white paper including a technical description, photographs or brochures, physical characteristics, operational features, and performance data, for laser systems that could meet or potentially meet the requirements of the draft specification. COMMENTS: Interested vendors are requested to reply to this announcement, responding to the POC below by 12 June 2006. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
