Description
SOURCES SOUGHT/COMMENTS ON DRAFT SOW The USEPA is seeking input in order to finalize the draft Statement of Work found at http://www.epa.gov/oam/rtp_cmd/#sources. The EPA intends to seek competitive proposals from qualified sources to conduct a field study as described in the Statement of Work. The EPA has $200K budgeted for the project and therefore must establish boundaries on the key variables that are currently found in the Statement of Work as summarized in Table 1: -- What to measure? -- What established method to use? -- Which or how many sites to sample and how often? The EPA seeks recommendations from organizations with experience and expertise in the conventional measurement of stream functions (i.e., ecosystem processes or rates) using established protocols. Based on currently available funding of $200K, organizations are requested to provide possible measures that best meets the study objectives. Any qualified experts that are willing to assist EPA in finalizing the draft SOW are requested to provide the following information: A. Recommended measurements, sampling methods, number of sites and frequency of sampling, and sample analysis methods. B. Rationale for the recommendations relative to item A. C. Summary of your organization?s expertise, including the expertise of key personnel. D. Indication of your organization?s status as one of the following: 1) Large business 2) Institution of higher education 3) Non-profit organization 4) Minority business 5) Woman owned business 6) Service Disabled Veterans Business Note: We are not seeking cost or pricing data at this time. Respondents shall not be reimbursed for any expenses related to their voluntary response to this sources sought notice. The Agency will consider all responses received in order to develop the final version of the Statement of Work. Once the Agency finalizes the Statement of Work, we intend to issue a solicitation that will result in a fixed price contract to perform the study. Depending upon the responses received, the EPA may determine to set the procurement aside. Those interested in submitting a response to this sources sought announcement should do so by 5:00 PM EDT, July 10, 2006.
