Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111, with a small business size standard of 500. This acquisition is being procured using full and open competition. The National Institute of Standards and Technology (NIST) has a requirement for two (2) Single Photon Counting Modules. LINE ITEM 0001: Quantity two (2) each Single Photon Counting Modules meeting all of the following required specifications: 1.) Self contained single photon counting module must include integrated thermoelectric cooler and temperature controller. Unit must output 50 Ohm TTL level pulses, approximately 35 ns wide; 2.) Circular active area: must be a minimum of 170 microns in diameter; 3.) High collection efficiency, must be suitable for single molecule fluorescence detection, over the entire range from 400 nm to 1060 nm; collection efficiencies greater than 2 percent at 400 nm, 50 percent at 650 nm, 35 percent at 830, and 1 percent at 1060 nm; 4.) Dark counts must be less than 50 per second with variation in dark count less than 1 percent at constant case temperature; 5.) Dead time must be no more than 60 ns at count rates up to 5 MHz; 6.) Count rate saturation shall be above 10 MHz; 7.) Departure from linearity shall be no more than 1 percent at 200 kHz, and documented up to 5 MHz; 8.) Single photon timing resolution must be less than 500 ps FWHM; 9.) Afterpulsing probability must be less than 0.5 percent of count rate; 10.) Gating capability using TTL input with off time less than 4 ns and on time less than 55 ns; 11.) Entire assembly must be no larger than 5 inches long by 1.5 inches high by 3 inches wide; 12.) Maximum power dissipation must be less than 7 W; Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?s commercial schedule. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature and required data which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Quoter shall also include Data documenting the following: -The quantum yield of the detectors from 400nm to 1060nm; and - The dark count rate, the dead time and the afterpulsing probability. This data should be for the actual unit the Contractor is proposing, if possible. Data shall be provided at no cost to the Government. Prior to final acceptance and final payment by the Government, all equipment specifications must be demonstrated. If the equipment does not function in accordance with the specifications above, the equipment shall be returned to the Contractor and the order shall be cancelled at no cost to the Government. All quoters shall submit the following: 1). An original and one (1) copy of a quotation which addresses Line Item 0001. 2). Two (2) originals of technical description and/or product literature. 3). Required Data. All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 2:00 p.m. local time on May 22, 2006. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL NOT BE ACCEPTED.
