Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13 (not to exceed $100,000). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-09. This is not a small business set aside. The North American Industry Classification System (NAICS) code is 333415 and the small business size standard is 750 employees. The National Institute of Standards and Technology (NIST), requires a magnet power supply with the following specifications. Power Supply: 200 A 105 V DC, 20 kW; Short Term Stability: +/- 1 ppm, required to minimize the magnetic field fluctuations that cause severe signal distortions in nonlinear systems; Long Term Stability: +/- 3 ppm, required to minimize drift over the time window that many measurements require; Current Setting: 17 bit DAC minimum. This is required, because in order to test nano-structures, NIST must have small resolution control and high accuracy of the magnetic field. The following are the support requirements: Gauss Meter with 0.05 gauss (20 bit) resolution, minimum (prefer transverse and axial probes, if possible); Motorized Polarity-Reversal Switch; IEEE-488 GPIB communications port; Control Software (prefer LabView program). The following are the magnet specifications: The magnet is a Magnion Model L-158 15-inch pole piece unit constructed in the 1960?s, with the following electrical specifications (via the user?s manual): Number of energizing coils: 4; Windings per inner coil: 410; Windings per outer coil: 340; Resistance per coil at full power: 0.5 ohms; Resistance total:0.5 ohms; Max continuous current/coil: 225 amperes; Max continuous power input: 20 kW; Total ampere turns @ 225 A: 168,000 NIST Power Service: 208 VAC, 3 phase, 60 Hz Award will be made based on price, provided that the quoted equipment meets the requirements of this RFQ. Technical questions must be submitted in writing to the Contracting Officer by fax or by e-mail. You may submit your proposal by e-mail or by fax. Proposals must be received on or before close of business May 31, 2006. Please include delivery time, your business size, your Dun & Bradstreet number and your payment terms. Vendors must be registered with the Central Contract Registry (CCR) at www.ccr.gov. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation --Commercial Items --The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, price and other factors considered; FAR 52.212-3, Offeror Representations and Certifications --Commercial Items -- Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions --Commercial Items, applies to this acquisition and there are no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders --Commercial Items, applies to this acquisition.
