Description
This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI6047 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-09). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from BD Biosciences a High Throughput Sampler (HTS) Upgrade for a Becton Dickenson FACSCalibur flow cytometer used by several laboratories. The purpose of this High Throughput Sampler Upgrade is to upgrade the third FACSCalibur with the HTS modification to both increase the efficiency and productivity of individual users as well as increase the number of users that use this instrument each day due to decreased run times/sample associated with the HTS. The Contractor will provide a small robotic modification for an existing flow cytometer that functions to load up to 96 samples at a time into the instrument without constant input from the operator. The Contractor will provide interface with the electronics and fluidics of the BD flow cytometers. Operation of the loader is controlled with the Plate Manager software that is included with the HTS, and is designed to interface with the Cell Quest software used to run BD instruments. The HTS is a complex and unique device that attaches solely to the BD flow cytometers. The Contractor will provide the HTS and install it on the BD FACSCalibur. The Contractor will perform a preventive maintenance visit during the first year while the instrument is under warranty. The Contractor will work with various members in the lab on an as needed basis. The Contractor will communicate updates, both orally and in writing to the Chief of the lab. The North American Industry Classification System (NIACS) Code for this acquisition is 334516, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB term is ?Origin? and Net 30.
