- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotes are bein g requested and a more detailed solicitation is available on the FEDTEDS Web Page at www.fedteds.gov. Hardcopies will not be available. Solicitation Number W912HZ-06-T-0028 is being issued as request for quotes (RFQ) with the intent to award as a simplifi ed acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-09 Correction. This is 100% set-aside for small business concerns under NAICS Code 541990 (SIC 7389) with size st andard not exceeding $6.5 Million. The Engineering Research and Development Center (ERDC), Vicksburg Mississippi has a requirement for a contractor to provide maintenance and data collection for Treat Island. Specifications are as follows: Contractor shall furnish all labor and equipment necessary to repair minor wear and damage to wharf; inspect wharf and specimens; transport any required specimens and people between Eastport, ME and Treat Island; and install concrete and other test specimens on Treat Isla nd as required by these specifications and coordinated with the Corps of Engineers, Engineering Research and Development Center (ERDC), Vicksburg, Mississippi. 1. Treat Island is a small island off the northern coast of Maine, about 20 miles from Eastport, ME. Downtown Eastport is about seven miles from the intersection of Routes 1 and 190. It lies on latitude and longitude 44 degrees 54 minutes and 67 degrees 0 min. It is assessable only by sea. 2. Contract performance requires a boat large enough and suit ably outfitted to transport both at least 30 passengers and large concrete specimens, though not at the same time. The specimens will vary in dimensions, from small cylinders measuring 6 inches by 12 inches, to large cubic blocks measuring 6 feet on a side , to steel-reinforced concrete beams measuring 16 feet by 3 feet by 2 feet and weighing approximately 9 tons. Most of the concrete specimens will be beams about 3 feet in length by 6 inches by 6 inches. The specimens can be transported in as many trips as necessary. The boat will have to be certified and licensed by the U.S. Coast guard to carry passengers. The Contractor will need a crane or the capability of transferring concrete specimens from the public pier at Eastport to the boat, and from the boat t o the pier or beach on Treat Island. The largest size of beam anticipated to be transported is a length of 16 feet and weight of 9 tons. 3. Installing specimens on the beach means to offload the specimens from the boat during high tide at an area of mid-ti de. Installing specimens in the pier means off loading the specimens from the boat to the pier, which is at mid-tide, and placing them in a location on the pier specified by the Corps. 4. The Contractor will transport people or specimens as required by the Corps. Generally, a notice of one week will be given. Transportation may be required as often as daily. 5. The Contractor will inspect the specimens on Treat Island weekly and report any damage to the pier or specimens to the Corps by telephone. Minor dam age costing less than $100.00 will be repaired by the Contractor as deemed necessary. This procurement may be quoted as follows: Line Item 0001 Supplies/Services: Contractor to Provide Maintenance and Data Collection For Treat Island, Quantity: 1, Unit: LS , Unit Price: $_____________; Total amount for Line Item 0001 $______________. Period of Performance: 1 June 2006 through 30 September 2006. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price and technically acceptable.
