Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will NOT be issued. This notice is being issued as a Request for Quotations (RFQ)] for: 1.) UNIVERSAL ANALYZER MODEL 1080SS SAMPLE CHILLER ? ( 1 EACH) 2.) DRAIN PUMP PERISTALTIC 11V DUAL HEAD PART #4958-0012 FOR ITEM 1 ? (1 EACH) Characteristics required for the sample chiller Basic Description o Dual path gas sample cooler allowing 0-5 LPM parallel and 0-10 LPM series flow o Thermoelectrically controlled heat exchanger Dimensions o Width = 12? o Height = 15? o Depth = 12? o Approximately 38lbs Gas Connections o 2 sample paths (0-5LPM) with independent temperature control o Inlets = (2) 3/8? tube fittings o Outlets = (2) ?? tube fittings o Drains = 3/8? tube fittings Communication o TC for each sample path o Alarm Relays o Temperature setpoints o Display either Celsius or Fahrenheit Function o Maximum inlet temperature of 350C o Soluble gas removal rates o NO 0% o NO2 <10% o CO 0% o CO2 < 2% o SO2 < 2% o Outlet sample dew point = 4C o Peristaltic pump used for water removal The Universal Analyzer Model is required in order to maintain part interchangeability and standardization with the numerous Universal Analyzers currently owned by NASA Glenn Research. Standardization and interchangeability is in the best interest of the Government for cost reductions, and an increase in efficiency. 3.) SIEMENS GAS ANALYZER PART NUMBER 7MB2337-3AJ10-5CPI - (1 EACH) Characteristics required for the CO, CO2, and O2 analyzer Basic Description o 19 inch rack mountable unit o 2 IR channels used to measure CO (0-1000ppm and 0-5000ppm) and CO2 (0-5%, 0-15%, and 0-25%) o 1 electrochemical O2 sensor (0-5% and 0-25%) o Built in sample pump and flowmeter Dimensions o Width = 19? o Height = 4.6? o Depth = 13.3? o Approximately 22lbs ?? Gas Connections o All connections are centered 1.2? from the base on rear of unit o Requires 1-2 LPM sample flow Communication o 37 pin connector o Analog output = 0-20 mA (pins 18 and 17 for IR channels, pin 15 for O2) o 8 Programmable relay outputs used for range identification, fault and maintenance requests, alarm, etc. Function o Adjustable autocal zeroing (0-24hrs) using ambient air o Response time of 2-15 seconds (at 1-2LPM) o Reproducibility less than or equal to 1% of smallest measuring range for IR, less than or equal to 0.05% for O2 The Siemens Gas Analyzer and the Siemens Oxygen Analyzer are required in order to maintain part interchangeability and standardization with the numerous Siemens Analyzers currently owned by NASA Glenn Research. Standardization and interchangeability is in the best interest of the Government for cost reductions, and an increase in efficiency.. 4.) SIEMENS OXYMAT 61 PARAMAGNETIC OXYGEN ANALYZER PART NUMBER 7MB2001-1FA00-0DA1 ? (2 EACH) Characteristics required for the O2 analyzer Basic Description o 19 inch rack mountable unit o Paramagnetic O2 detection (0-5% and 0-25%) o Built in flowmeter Dimensions o Width = 19? o Height = 6.8? o Depth = 15.1? o Approximately 30lbs ?? Gas Connections o All connections are centered 5.9? from the base on rear of unit o Requires 0.3-1 LPM sample flow Communication o 15 and 25 pin connectors (used for analog out and relays) o Analog output, 0-20 mA o 6 Programmable relay outputs used for range identification, fault and maintenance requests, alarm, etc. Function o Autoranging, remote switching, or manual range selection possible o Repeatability less than 1% The provisions and clauses in the RFQ are those in effect through FAC 05-09. The NAICS Code and the small business size standard for this procurement are 339111 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by noon eastern time on 05/25/2006 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
