- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-0010170415 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-07 and DCN 20060321. The applicable NAICS is 334290 and the small business size standard is 500 employees. The Government intends to solicit and negotiate on a SOLE SOURCE BASIS with MTS Systems Corp. under the authority of FAR 6.302-1. This company possess the ability to provide an exact compatible unit to the existing module of the hydraulic power supply currently in use at the facility. This notice of intent is not a request for competitive proposals. However, interested parties may submit a proposal in which they identify their interest and capability. All proposals received by 2:00 PM Eastern Standard Time, 19 May 2006 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The firm fixed price contract line item number and item is: 1 ea, Silentflo Hydraulic Power Supply. The Hydraulic Power Unit should be a fully integrated pumping system with 90 GPM output at 3000 psi pressure. The unit should consist of 3 separate 30 GPM pumps which can be turned on and off individually. Due to power consumption concerns the HPU should be supplied with the ability to program the HPU through a PLC to automatically turn on and off individual pumps to meet the flow requirements of the lab without consuming excess power or cooling water. · The pump shall generate minimum heat load to the building. The water cooling circuit shall be sized to dissipate all the heat generated by the pump/motor combinations · The Hydraulic Power unit should be certified to meet OSHA, NFPA 79 and ETL standards. · The Heat exchanger should be made out of Stainless Steel to ensure long life. · The Hydraulic Power Unit should be PLC controlled to allow start/stop of 30 gpm pump modules to satisfy flow demand and conserve energy and water. The PLC shall be programmed to use each pump/motor an equal amount of time to ensure maximum life. · Operation of individual pump units shall be sequenced to maintain equal usage time between modules. · The HPU must be sized to fit through 40 inch doorway for serviceability · The noise rating of the hydraulic power unit shall not exceed 68 db(A) at a distance of 1 meter. Fabrication of a stand-alone pump room or sound enclosure is not permitted. · Reservoir capacity shall be at least 250 gallons. 3 micron filtration is required to assure proper operation of existing equipment To minimize system downtime and facilitate repair or replacement of defective or damaged parts, vendors must have local service support and be able to provide prompt delivery of replacement components. The HPU must provide a lockable enclosure for the mechanical portion of the power unit to prevent nuisance and intentional tampering. This enclosure must also accommodate easy service/maintenance access. HPU must incorporate a remote control feature to include: on/off, high/low pressure and basic fault indication and proper functioning when connecting to a MTS controller. The HPU must have accommodations for the following add-on options: High-pressure (3000 psi) 3 micron filtration Modification to air-cooling Accumulators Surge suppressors Commoning (connecting to two or more power units to provide increased flow) Mirror Image (to ease facility integration) Run On Demand to automatically start/stop motor/pump modules by sensing required flow, thus reducing operating cost and wear and tear. The unit must allow for electronic programming to adjust the safety/reserve flow capacity to meet system requirements. Hydraulic Power Supply must operate first on-last off with different generation MTS controllers The contractor shall deliver this item to: Naval Air Warfare Center; Receiving Officer, Supply Dept, Bldg 665, 47179 Vaughn Rd, Patuxent River, MD. Inspection and acceptance shall be made at destination, FOB destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government’s rights under the Inspection clause, nor does it limit the Government’s rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. FAR 52.212-1 Instructions to Offerors--Commercial Items (Jan 2006) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) does apply to this acquisition. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. The offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (Mar 2005) with its proposal. FAR 52.212-4 Contract Terms and Conditions--Commercial Items (Feb 2006) is incorporated by reference and applies to this acquisition.
