Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation and any subsequent award incorporates povisions and clauses in effect through Federal Acquisition Circular 2005-09. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items. This acquisition consists of two items. Unit of issue is ton. Unit prices quoted shall be per ton and include hauling and tailgate spreading of ordered materials. This project is located on the Mark Twain National Forest. ITEM 1 - 1 INCH MINUS CRUSHED AGGREGATE, ESTIMATED QUANTITY 1,500 TO 2,000 TONS. DELIVERY LOCATION: WOLF CREEK ROAD, ROAD NUMBER 3107, BEGINNING TERMINI US HWY 67, ENDING TERMINI STATE HWY PP, TOTAL 2.2 MILES, POPLAR BLUFF RANGER DISTRICT, BUTLER COUNTY, MISSOURI. ITEM 2 - 1 INCH MINUS CRUSHED AGGREGATE, ESTIMATED QUANTITY 500 TO 750 TONS. DELIVERY LOCATION: LOW WASSIE ROAD, ROAD NUMBER 3167, BEGINNING TERMINI MILEPOST 3.60 - MEASURED FROM STATE HWY H, ENDING TERMINI MILEPOST 4.50, TOTAL 0.9 MILE, ELEVEN POINT RANGER DISTRICT, SHANNON COUNTY, MISSOURI. 110 - Scope of Contract: Furnish, haul, and truck spread crushed aggregate base. The quantities specified are estimates only. 120 - Description and Location: The roads to be rocked are located on the Poplar Bluff district (Item 1) and Eleven Point district (Item 2) of the Mark Twain National in Butler and Shannon Counties, Missouri. Aggregate placement will be coordinated with the fall blading on these roads. The fall blading is expected to begin in September depending on the moisture condition of the roads. 130 ? Staking of Aggregate Placement: The exact location for placing the aggregate on the road will be flagged by the Government prior to beginning of work. Only designated portions of the road lengths will be rocked. The Contracting Officer?s Representative (COR) has complete authority to order deliveries and have deliveries stopped when weather or road conditions are unsuitable for the hauling of aggregate. If operations are stopped for any reason, the Contractor will be notified by the COR twenty-four (24) hours prior to resuming operations. 140 - Equipment: All equipment used in the work shall be of the proper type, of a sufficient size, in good operating condition, and otherwise meet the equipment specifications for each type of maintenance work. The Contracting Officer may order removal and replacement of any unsatisfactory equipment at the Contractor's expense. All equipment must meet all Federal and State licensing and safety requirements. Exhaust stacks of all engines, except those with exhaust-driven turbocharges, shall be equipped with spark arresters that will prevent the expulsion of sparks. The moving of equipment shall be considered incidental to the contract. All equipment shall be clean and inspected prior to start work to help reduce the spread of noxious weeds. 150 - Safety: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. 160 - Damage to Property: The Contractor shall be responsible for any damage caused by his/her personnel or equipment to any existing structures such as culverts, signs, cattleguards, and riprap protecting culvert inlets and/or outlets. Damaged items shall be repaired or replaced by the Contractor at no additional cost to the Government. 170 - Pollution and Erosion Control: During all operations under this contract, the Contractor shall take reasonable measures to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes, from the Contractor's operations, including camps, parking areas, and equipment maintenance areas, shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed in State-approved landfills or as approved by the Contracting Officer's Representative (COR). 210 ? Base Aggregate: Furnish crushed hard, durable particles or fragments of stone or gravel meeting the size and quality requirements for crushed aggregate material normally used locally in the construction and maintenance of highways by Federal or State agencies. Furnish crushed aggregate with the following gradation and is free of organic matter and lumps or balls of clay. ( ) Allowable deviations (?) from the target values. 220 ? Truck Spreading: The Contractor shall spread the aggregate in a uniform layer so the road remains open to traffic. If the Contractor piles any aggregate in the road it shall be immediately spread by hand or mechanical means to clear the roadway for traffic. Hauling shall be suspended until the problem is corrected. Aggregate will be spread at a width of eighteen (18) feet and a depth of two (2) inches unless otherwise notified. 310 - Method of Measurement for Payment: Measurement will be as follows: 312 - Aggregate Base. Crushed aggregate shall be the tons of material placed and accepted. Weight receipts will be required on crushed aggregate. 320 - Basis of Payment: The accepted quantities will be paid for at the contract unit price quoted. Contract Time: Item 1 - 45 calendar days, Item 2 - 30 calendar days. This acquisition is 100% set-aside for small business. The North American CLassification System code for this acquisition is 212319 and the size standard is 500 employees. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION THAT WILL BE ISSUED FOR THIS REQUIREMENT; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
