- The Centers for Disease Control and Prevention, Procurement and Grants Office intends to negotiate and award a sole source contract to Johnson Controls, Inc. for services and materials to maintain the IDAS system at the CDC?s Roybal, Chamblee, and Lawrenceville Campuses and at the CDC?s Executive Park, Century Center, Koger, Decatur, and Chamblee Warehouse leased facilities. The Intrusion Detection and Assessment System (IDAS) is a CDC mission critical integrated system comprised of an existing closed circuit television system (CCTV), digital video recorder system (DVRS) with integral video motion detection (VMD) systems, and an existing Johnson Controls Pegasys 2000 access control system (CARDKEY). The IDAS functions to organize and present video, text, and event information to security operators in an effort to assist them in assessing and dispositioning potential threats to CDC facilities and personnel. JCI?s Pegasys 2000 (P2000) Access Control System is a proprietary access control system utilized to control and record access to sensitive areas. It provides alarm functions for access abnormalities. It serves as the primary logic engine and operator interface for the IDAS. JCI is the only qualified company that can provide these services and materials to maintain the IDAS system. However because this is dealing with proprietary security systems and equipment it is in the best interest of the government to award to Johnson Controls Inc. This is not a request for competitive proposals, however interested parties may submit in writing within 14 days of this publication if interested. The authority for this non-competitive award is FAR 6.302-6- National Security, Citations: 10 U.S.C. 2304(c)(6) or 41 U.S.C. 253(c)(6) and FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) Responses may be emailed to Contract Specialist, Teresa Harris at tuh2@cdc.gov. The value of this acquisition is below the simplified acquisition threshold.
