- EMERGENCY PROCUREMENT: The US Army Corps of Engineers, New Orleans District, intends to award the University of North Carolina, a sole source, firm-fixed price, purchase order for surge forecasting for Lake Pontchartrain. The ADCIRC numerical model will be used to determine wind and water level elevations in Lake Pontchartrain due to the storm surge resulting from tropical storms for the hurricane season commencing June 1, 2006. These wind and water level predictions are essential to the operation plan for the interim closure structures at 17th Street, Orleans Avenue, and London Avenue Canals. Customization of the ADCIRC model is required to produce these forecasts. Dr. Richard Luettich, engineering professor at University of North Carolina Instit ute of Marine Sciences, is a developer and copyright holder of the ADCIRC software. As such, he retains ownership of the proprietary source code and all development and distribution of the ADCIRC software. This is an Urgent and Compelling requirement under the authority of FAR 5.202-(a)(2). This notice of intent is not a request for quotations and a determination has been made by the Government not to compete this procurement due to its proprietary nature a nd urgency.
