- SPAWARSYSCEN Charleston intends to issue a solicitation for procurement of Electronic Security Systems (ESS). The ESS is an enterprise wide continuous duty, computer-based, and integrated intrusion detection and access control system. The system consists of a master and redundant server. The standard configuration for the ESS includes the field panels, input modules, output modules, communication boards, interface modules, card readers, keypads with display, servers, workstations, badging equipment, and associated software. The operating system and all components for the ESS shall be a Commercial Off-the-Shelf (COTS) product in current production and of the latest model and revision. The contract will be for a period of one year with four one-year options to extend the term of the contract. The Government anticipates the award of an indefinite-delivery, indefinite-quantity, Firm Fixed-Price type contract with delivery orders. The solicitation will be issued on an unrestricted basis. The applicable NAICS code is 423430 with a size standard of 100 employees. The RFP will be transmitted via the Internet on the world wide web (www). The RFP/Solicitation will only be available by www access through the SPAWAR public access on-line Contracts Information System. The uniform resources locator (url) address is https://e-commerce.spawar.navy.mil. This solicitation is the result of Market Survey MKTSVY 35012 dated 04/06/06. Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for updates/amendments to any and all documents. No paper copies will be issued. No telephone inquiries for the RFP will be honored. It is the responsibility of the recipient of the solicitation to ensure that it and subsequent amendments have been received from the Internet in their entirety.
