Description
NAICS Code: 514210 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued under Request for Quote RFQ-DC-06-00266 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 05-09. The North American Industry Classification System (NAICS) Code for this procurement is 518210 with a Small Business Administration (SBA) size standard of $23.0 million in average annual revenue. OBJECTIVE: The objective of this purchase order is for the Contractor to provide support services, collocation professional services and data center bandwidth and space for the ENERGY STAR network ensuring connectivity, redundancy and secure operations. ESTIMATED PERIOD OF PERFORMANCE: The period of performance is for one-year with two (2) one-year option periods, for a maximum period of performance of three (3) years. ESTIMATED VALUE: The estimated value of this procurement does not exceed the simplified acquisition threshold as defined in FAR 2.101. STATEMENT OF WORK: The Contractor shall provide Internet operations including a 7'-by-8' cage with 3 MBs to 10 MBs and no racks for the ENERGY STAR network and must meet the following specifications: 1) Microsoft-Certified Partner, SAS 70 (Type 1 & 2 partners), Sun Tone, ISO 9001:2000; 2) A company-owned and operated facility; 3) Tier 1 ISP; 4) The Contractor shall ensure base bandwidth is equivalent to three (3) mbps and burstable to ten (10) mbps. 5) The Contractor shall provide full-managed storage, security, backup, server monitoring and offsite vaulting services. 6) The Contractor shall provide a data center and International network SLAs in place (covered from pop to rack). No physical racks are required. 7) The Contractor's network strategy must include extensive peering. 8) The Contractor shall ensure that infrastructure features include fire protection, including a warning system that samples the air and helps detect potential fires in advance. 9) The Contractor shall provide FM200 gas fire suppression system, dry pipe sprinkler system, and continuous uninterruptible power. 10) The Contractor shall ensure environmental management, including air conditioning, water detection and humidity control. 11) The Contractor shall enhance security by providing mantraps, biometric hand scanners to guard entries and exits, and on-site security guards 24x7x365. 12) The Contractor shall provide customer with the ability to manage the network remotely, monitor bandwidth utilization, identify usage trends and assign experienced technicians to monitor customer status and send monthly updates. BASIS FOR AWARD: The Government will make award to the responsive, responsible firm, whose quotation is most advantageous to the Government at the lowest price technically acceptable. Any estimated costs associated with transferring the current collocation services configuration to a new location will be applied equally to all offerors in determining the evaluated price of an offer. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the following clauses cited in 52.212-5 being applicable: 52.222-3 "Convict Labor", 52.222-21 "Prohibition of Segregated Facilities", 52.222-26 "Equal Opportunity", 52.222-35 "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", 52.222-36 "Affirmative Action for Workers with Disabilities", 52.222-37 "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", 52.225-13 "Restrictions on Certain Foreign Purchases", and 52.232-33 "Payment of Electronic Funds Transfer - Central Contractor Registration". The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUNS number. QUOTE SUBMISSION INSTRUCTIONS: Offerors shall submit a firm-fixed-price quote priced on a monthly basis for the base year and for each option year as well as any commercial price lists that are available for service. In addition the FAR 52.212-3 representations and certifications shall be submitted.
