Description
The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 12, Acquisition of Commercial Items, to New Mexico Cooperative Fish and Wildlife Research Unit, New Mexico State University, Las Cruces, NM 88003 (NMSU). The purpose of this acquisition is to re-evaluate, revise, and re-run the SWReGAP habitat models for the 37 species for the Mojave Desert ecoregion (exclusive of California), which includes Clark Co., Nevada. NMSU is unique for this activity because the SWReGAP project is still in progress. The final report has not been completed, and the habitat models available on the web are provisional. Moreover, only NMSU has the database program for managing the model parameters and the code for running the models. NMSU was responsible for developing the modeling capability for the project, and coordinating the regional effort to determine model inputs for each species. The database is a complex relational database that contains Wildlife Habitat Relationships for the species of interest. To generate models, the database requires specific hardware and software configurations that NMSU has created. The NAICS code for this procurement is 541710. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
