Description
The contractor shall provide all equipment, labor, supervision, transportation, materials, tools, and other incidentals and execute all work necessary to perform the required road maintenance on designated National Forest roads in accordance with the Performance Work Statement (PWS) specifications, exhibits and industry standards. The project is located on Angelina, Sabine, Davy Crockett, Caddo, LBJ, and Sam Houston National Forests and Grasslands of Texas. The contractor selected for this project will be based on the best value in the market where price will not be the determining factor for award. The contractor’s technical proposal will determine the best value to the government. In order to be considered responsive, offeror must submit a technical proposal in accordance with Evaluation Factors for Award. Offerors must be registered in CCR and ORCA prior to award Base year contract will be firm-fixed price and will also be used for price comparison purposes during option years. For option years, award will be made as an unpriced Call-When-Needed services contract. When the services are required, the Contracting Officer (CO) (by representative) will contact the vendor to obtain the price for the work. The contractor will supply pricing set aside for their best customers. The CO may choose not to accept the pricing or may reduce quantity of deliverables to match funding available. Offerors may submit offers on any of the locations. We anticipate awarding a separate contract for the Davy Crockett, Sam Houston, Caddo, and LBJ National Grasslands and Ranger Districts and one contract for the Angelina and Sabine Ranger Districts. The solicitation package will be available for download on or about March 17, 2006, and telephone requests are discouraged. Interested vendors should register to receive email notifications through this site. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (09-MAR-2006).
