Description
The 90th Contracting Squadron, F.E. Warren AFB, WY intends to issue a Request for Proposal (RFP) for acquisition of Base Communications Operations and Maintenance services at F.E. Warren AFB, WY. Required services are non-commercial; therefore, FAR Part 15, Contracting by Negotiation, shall apply to this acquisition. The Government is soliciting for the award of a firm-fixed price performance-based service contract, and the acquisition will be issued as a total Small Business Set-aside. The Contractor shall provide Base-level communications support, training, equipment maintenance and direct customer service. The Contractor shall also provide Multimedia, Records Management, Postal Service Center, and Base Information Transfer Center services. The Contractor shall maintain and operate Department of Defense (DoD) computers and communications centers and assess the impact of integrating new Command, Control, Communications and Computers (C4) systems into the Base-wide infrastructure. The Contractor shall be responsible for commercial communications services from a designated single point of demarcation. The period of performance of this contract shall consist of one base year, with the possibility of four individual option years, not to exceed five total years of performance. HQ Air Force Space Command (AFSPC) has initiated an effort to consolidate all communications contracts across the Command into a single contract, called Uni-Comm. The contract resulting from this synopsis and RFP will be a gap filler contract, until the work transitions to Uni-Comm, and as a result, the options may not be exercised. The NAICS for this acquisition is 517110, with a size standard of 1,500 employees. The government anticipates the issuance of the Request For Proposal (RFP) in April 2006. The target award date is 1 September 2006, with a start date of 1 October 2006. Contract award will be based on best value using performance-price, trade-off (PPT) procedures. Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation by entering the website at www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be a small business and must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. All responsible small businesses may submit a proposal that will be considered by the 90th Contracting Squadron. There will be no paper copies of this solicitation available. The RFP will be released using the Electronic Posting System (EPS) available at www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
