Description
River Corridor Visitor Capacity Analysis Services Sources Sought Notice The USDA Forest Service (Forest Service) is seeking expressions of interest from qualified firms to provide social and environmental data collection and analysis services as part of an assessment of visitor use capacity on the upper reaches of the Chattooga River. The upper Chattooga River is classified as Wild and Scenic and is bordered by the Ellicott Rock Wilderness as well as three National Forests?the Francis Marion and Sumter in South Carolina, the Chattahoochee-Oconee in Georgia, and the Nantahala in North Carolina. The Forest Service is conducting a visitor use capacity analysis of the upper Chattooga River using a combination of social and biophysical data collection approaches in order to reach a management decision regarding the potential addition of boating to recreation uses on this segment of the river. Qualified parties are being identified to conduct all or part of these data collection and analysis services which may include: literature review, expert panel reconnaissance evaluations of the river at different flow levels, existing use and condition observations, hydrology evaluations, focus groups, user surveys, trial public boating, and public involvement. Parties that can exhibit a strong focus on safety in similar remote and rugged locations and skills in stakeholder collaboration and facilitation are desirable. The proposed period of performance will depend on the type of services awarded, but the data collection period is generally expected to occur over 1 year (from summer 2006 to summer 2007). The Forest Service is seeking to identify interested and qualified parties with the specialized expertise and experience on similar projects to conduct any or all of the services identified above. Prospective firms with offices in the regional vicinity of the Chattooga (Georgia, North Carolina, South Carolina, Tennessee, or Alabama) are preferred. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties are requested to review the above requirements and submit a statement of interest and qualifications which includes: documentation of experience on similar projects, resumes of key staff, and office locations. Expressions of interest and qualifications must be submitted by email to markjmiller@fs.fed.us or by mail to Mark J Miller, 4931 Broad River Road, Columbia, SC 29212 no later than June 5, 2006. The Forest Service anticipates releasing competitive solicitations to qualified parties in mid-June 2006.
