- This is a Presolicitation Notice for the upcoming project,Testing of Sexual Violence Definitions and Recommended Data Elements in Three Different Racial/Ethnic Minority Communities." This RFP will be based upon information gained from the Basile & Saltzman, 2002 for the National and State Based Intimate Partner Violence and Sexual Violence Surveillance Survey. I. Purpose The purpose of this project is to use a comprehensive sexual violence (SV) survey tool (developed from Basile & Saltzman, 2002 for the National and State Based Intimate Partner Violence and Sexual Violence Surveillance Survey) to learn more about SV victimization prevalence, characteristics, circumstances, and help seeking behavior among English and/or Spanish speaking male and female adult (18 years and older) members of three different racial/ethnic minority populations, such as, but not limited to, African Americans, Hispanics, and American Indian/Alaska Natives. If feasible, this project will also examine rural versus urban differences within or outside of the racial/ethnic minority populations selected. For the purpose of this project, SV is defined as nonconsensual completed or attempted penetration, unwanted non-penetrative sexual contact (e.g. unwanted touching of private areas of the body), or non-contact acts such as verbal sexual harassment, by any perpetrator. Approximately three different communities or geographic areas will be sampled to reach the racial/ethnic and rural populations of interest for this project. For the purpose of this project, a community/geographic area is defined as a city, metropolitan area, or region of a county. II. Background and Need There is little known about the prevalence and characteristics of SV among underserved populations, such as racial/ethnic minorities or rural populations. This survey will be one of few detailed examinations of SV among these communities and will be used to learn more about the SV victimization of underserved communities. III INFORMATION The RFP is anticipated for release on or about June 01, 2006. Interested parties are advised to register to this notice to receive all subsequent announcements on this RFP.
