Description
The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a contract to the National Environmental Health Association (NEHA), 720 S Colorado Blvd., Ste. 970, South Tower, Denver, Colorado 80246-1925. A contract shall be issued with a base year and four option years for acquisition of four ?Epi-Ready? training classes, including annually updated materials, facilities, equipment, instructions and coordinate arrangements for students to attend the workshop in basic foodborne epidemiology for environmental health specialtist, sanitarians and other public health officials in the United States. This training is specifically designed for our target audience and has received very high praise from the trainees; both state and federal experts who have audited the course. NEHA is the only national association exclusively representing environmental health professionals in both the private and public sectors; as such, NEHA has a unique constituency of professional members actively engaged in performing the work and delivering the environmental health services at national and local levels; which consequently, provides unequalled access to the professionals CDC has targeted for this high-priority effort. The contractor shall, as an independent organization, conduct three Epi-Ready Team Training courses and one Epi-Ready Train-the-Trainer Course (50 students per class). Justification for other than full and open competition is considered due to the national concern about preparedness for intentional attacks on the food supply as well as reducing the level of morbidity and mortality from an unintentional outbreak of foodborne illness. NEHA is the only organization able to provide this service without program redundancy and an unneccessary reinvention of NEHA services. Failure to procure this training via NEHA will invariably cause a duplicative expenditure of considerable funds, and likely an inferior training being obtained by the CDC. The solicitation with statement of work will be available within 10 days of this notice. Note 22 applies herein. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business.
