Description
Human Resources Payroll and Processing Clerk services for the Oklahoma City Area Indian Health Service, Office of Human Resources. Period of Performance is July 1, 2006 through March 31, 2007. The Service Contract Act is applicable under certain circumstances. Go to www.dol.gov for wage rates for the Oklahoma City, Oklahoma area. This solicitation is 100% Set Aside for American Indian offerors. Issue date is May 17, 2006 and closing date is June 16, 2006, 4 p.m. CDT. STATEMENT OF WORK FOR HUMAN RESOURCES PAYROLL & PROCESSING CLERK 1.The contractor shall be a qualified individual to perform the following Human Resources Payroll and Processing Clerk services: A.Responsible for the maintenance and placement of all documents filed in the Official Personnel Folders for employees of Oklahoma City Area Indian Health Service. Insures that each individual employee has an OPF on file and makes sure that all appropriate documents are received from the appropriate staffing specialist to place within the folder. B.Responsible for maintaining the electronic Official Personnel Folder (eOPF) by scanning in new documents received on individual employees upon receipt and for troubleshooting all errors and inquiries. C.Provides the needed information to Payroll Services Center (PSC) in Baltimore, Maryland regarding time and attendance errors. Gathers timecard information from Integrated Time and Attendance System (ITAS) on individual employees that are in error and shares information with PSC for corrections to be processed. D.Responsible for running public queries in Enterprise Human Resources and Payroll system on a bi-weekly basis for proper distribution to all Human Resource staffing specialists within the Oklahoma City Area. Maintains hard copy files of the queries and distributes the reports via electronic mail. E.Prepares with-in grade increase certification forms for distribution to all service units on a monthly basis. Retrieves the required information from an EHRP public query, and is responsible for keeping a log to track the receipt of returned forms. F.Responsible for printing and filing all chronological copies of SF-50 actions from EHRP. G.Responds to telephone calls and e-mails from employees, HR field staff, and public inquiries. Contractor collects pertinent information from various HR systems in order to relay answers to the inquiries in a timely fashion. Contractor refers callers to appropriate IHS facilities for assistance as necessary. H.Performs all other related duties as requested. 2.Qualification factors required by the position- A.Knowledge of the duties of the HR office and Human Resources Policies and Procedures to perform assignments efficiently, such as preparing responses and taking appropriate follow-up action on pending correspondence, retrieving files and background material needed for completion of an assignment and preparing reports when necessary. B.Knowledge of the official policies and procedures included in ?The Guide to Personnel Recordkeeping?. C.Knowledge of the official policies and procedures included in the HHS Timekeeping Manual. D.Knowledge of grammar, spelling, punctuation, and required correspondence formats. E.Skill in operating a typewriter, 10-key calculator, word processing programs, and skill in operating a personal computer. F.Ability to review often complex and varied informational pay documents and information obtained by telephone and personal consultation; and to identify a pay problem and to route to the appropriate staff and/or respond with proper information. G.Skill in dealing with stressful situations involving often upset employees; ability to assure callers of proper information and ability to tactfully address questions. 3.Contract Monitor - Contractor works under the general oversight of the Oklahoma City Area Payroll Liaison. Incumbent plans and carries out all routine and special assignments with the knowledge of the Office of Human Resources functions. Incumbent is responsible for ensuring the use of appropriate correspondence format, grammar, punctuation, and spelling on all correspondence and reports. The Contract Monitor provides general instructions on work assignments. Incumbent executes assignments independently. Work is reviewed in terms of results achieved and for adherence to policy and regulations. 4.Complexity -The incumbent performs a range of support functions under the supervision of the Oklahoma City Area Payroll Liaison. Plans and carries out all routine and special assignments as assigned. Composes correspondence, answers telephone inquiries from Human Resources field staff, employees, and the public, and has poise and attitude to deal with the general public. Advises and provides clarification on HR Policies and Procedures relating to payroll and processing to staff as necessary. 5.Evaluation Criteria - Technical skills as well as cost will be a deciding factor for award of a purchase order. Measurement of possession of the Knowledge, Skills and Abilities (KSA?s) will be accomplished through review of the resume; narrative statement related to the KSA?s, employment interview and reference check results. An employment interview will be mandatory for the top qualifier or may be conducted with all applicants. WE WILL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO RESPOND TO THESE EVALUATION CRITERIA. Provide a narrative statement, which fully describes all aspects of your background as they relate to the KSA?s outlined below: (1) Skill in the use of office automation software and equipment; (2) Ability to file, organize and retrieve information or documents from various HR programs such as Enterprise Human Resources and Payroll system (EHRP), Integrated Time and Attendance System (ITAS) and eOPF (Electronic Official Personnel Folder); (3) Ability to communicate both orally and in writing with a variety of individuals to obtain and relay information as it relates to Human Resources payroll and processing functions; (4) Knowledge of medical terminology. C. Provide 3 letters of reference from past supervisors (phone numbers and/or address must be current). D. Provide a copy of your Certificate of Degree of Indian Blood (CDIB); or Tribal Membership Identification Card. E. Must be registered in the Central Contractor Registration (CCR) database. 6.
