- TSA hereby issues this synopsis for commercial item services for support services for the Transportation Security Administration (TSA) Office of Safety, Health and Environment (OSHE). TSA hereby makes aware all interested parties that it is soliciting technical and price proposals under a RFP to fulfill its requirement for general technical consultation and full-time, on-site support to the OSHE Office and TSA field organizations in the continued development, refinement, and implementation of the TSA OSH Program. Support services will be provided in the areas of program development and implementation, to include workplace inspection and abatement; preliminary industrial hygiene monitoring and associated support services; recordkeeping; mishap and incident investigation and reporting; training development, delivery, and other instructional assistance; policy development and implementation; program management evaluations; and completion and refinement of work products initiated under previous contracts. The OSHE Office is responsible for developing and implementing the TSA Occupational Safety and Health (OSH) Program throughout the agency to meet the requirements set forth in the Occupational Safety and Health Act of 1970, Section 19; Executive Order 12196; and Title 29, Code of Federal Regulations, Parts 1960, 1910, and 1926. TSA Headquarters and each of the TSA field organizations are required to structure and implement a local OSH program in accordance with applicable laws, standards, regulations, and DHS and TSA management directives. The resulting contract will serve to provide onsite resources and technical expertise to TSA Headquarters and TSA field organizations dispersed throughout the nation in support of the TSA OSH Program. This announcement constitutes the forthcoming issuance of the solicitation, HSTS03-06-R-CAO092, as a request for proposal (RFP). This is a full and open RFP and all interested companies are invited to participate regardless of business size. Any amendments, questions and answers, or clarifications regarding this solicitation will be posted solely to the Government Point of Entry at www.fbo.gov prior to RFP closing due date and time Interested parties are encouraged to check www.fbo.gov frequently for possible updates. While any and all questions must be directed to the Government point of contact identified in this synopsis, answers to those questions, as well as any and all clarifications, extensions or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to closing date and time of the RFP. This procurement will be conducted using the Transportation Security Administration Acquisition Management System (TSAAMS). Interested parties may learn more about the Acquisition Management System at http://fast.faa.gov. TSA is exempted from the Federal Acquisition Regulation (FAR) by the Aviation and Transportation Security Act (ATSA ? Public Law 107-71) and empowered to use TSAAMS by the same authority. TSA will conduct this solicitation using the following steps: Interested firms may contact TSA for a copy of its RFP, including evaluation factors, instructions, list of TSA Federalized Locations, Non-Disclosure Agreement and Statement of Work. Firms may submit a response in accordance to the guidelines provided in the RFP. TSA will evaluate these responses strictly in accordance with those evaluation factors as published in the RFP instructions. Based on this evaluation, TSA will establish a competitive range consisting of those firms who, based on their response, are most likely to receive award. Those firms who are not included in the competitive range will be notified and will have 3 business days to request a debriefing with the Contracting Officer (CO). TSA reserves the right to conduct these debriefs at a time of its discretion. Those firms who are included in the competitive range will be invited to participate in oral presentations. The subject of these presentations is clearly stated in the RFP. TSA will then conduct a best value analysis by comparing the proposed price to the proposed technical approach for each firm included within the competitive range. TSA hereby makes all interested parties aware that the incumbent Contractor for this effort is Horne Engineering Services, LLC. Although there is an incumbent, the requirements have increased significantly resulting in a new, robust endeavor. Industry Day TSA will conduct an Industry Day at TSA Headquarters in Arlington, VA on May 24, 2006 at 1:00pm. TSA Headquarters is located at 601 South 12th St in Arlington VA, directly across from the Fashion Center at Pentagon City. All interested parties are invited to attend. Please note that attendance at Industry Day is not mandatory for responding to the RFP but is highly encouraged. If you plan to attend, you must alert the TSA point of contact listed by 22 May 2006 at 5:00pm EST. Interested parties must attend Industry Day in person. No phone number will be provided for call-in participation. Due to space limitations, only two representatives from each offeror will be allowed to attend the industry day. Interested parties are advised of the following security procedures at TSA: Please arrive at least 20 minutes prior to the start of the event to 601 South 12th St. Street parking is extremely limited and garage parking runs anywhere from $2-$4 per hour so Metro is highly encouraged. Proceed to the Visitor?s Center at 601 South 12 St to check in. TSA Security will log in all visitors and issue temporary badges. This process can cause delays so interested parties are encouraged to arrive early. Visitors will be escorted to the meeting room by a member of TSA?s staff. Visitors are cautioned that they must be escorted at all times by a member of TSA?s staff while in TSA spaces. Failure to abide by TSA?s visitor procedures may result in expulsion from TSA spaces. The receipt of offers is due 22 June 2006 at 2:00pm EST. Vendors are required to be registered with the Central Contractor Registration (CCR), to be eligible for award. . The period of performance will shall be one (1) year from date of contract award. In addition, there will be four (4) one-year option periods. The RFP will tentatively be available 19 May 2006 at 9:00am EST. Request for copies of the RFP shall be requested from Ms. Robyn King at robyn.king@dhs.gov. The last day to request the RFP is 7 June 2006 at 2:00pm EST. TSA envisions a single firm fixed price award fee contract as the end result of this procurement to a company whose proposed technical solution and price (inclusive of the base and all 4 option years) represents the best value to the agency. However, TSA makes no guarantee of award of contract as a result of this or any future RFP. Award of contract If Interested All interested vendors must contact TSA?s Office of Acquisition (OA) for a copy of the RFP, list of TSA Federalized Locations, Non-Disclosure Agreement and Statement of Work. The RFP contains the SOW, which delineates those requirements that must be met in support of TSA?s OSHE program. The RFP contains all Evaluation Factors that will be used by TSA in considering the technical merit of each response. The RFP also contains instructions on the format of responses, including page length. All interested companies are hereby made aware that in order to be considered they must submit a technical proposal that covers all aspects of the SOW, not selected parts of the SOW. However, TSA is willing to consider the merit of any proposed subcontracting or teaming agreements as stated in the Evaluation Factors contained in the RFP. All interested Contractors must contact the TSA point of contact to request the associated documentation no later than 2pm Eastern time on Wednesday June 7, 2006. The deadline for submission of a technical and price proposal is indicated in the RFP and will not be extended unless the CO determines that an extension is necessary to maintain the competitive nature of the procurement.
