- This is a Request for Information/ Sources Sought Synopsis. Electronics Systems Center, 350th ELSG/PK, is requesting information from companies that have software design/development experience in Command and Control Applications (C2 Apps) for a potential contract that will provide development and associated sustainment of future C2 capabilities. This new contract is envisioned to support development/sustainment of select capabilities associated with several programs/systems, including (but not necessarily limited to) the Air and Space Operations Center (AOC) Weapon System, Net-Enabled Command Capability (NECC) (formerly known as Joint Command and Control (JC2) Capability) and Unit Level Command and Control (UC2) capability (formerly known as Theater Battle Management Core System (TBMCS) Unit Level (UL). More specifically, the C2 Apps contract is envisioned to accommodate the following: (1) Development and associated sustainment of select AOC WS capabilities that do not logically or easily align with capabilities being provided and/or supported by other third party developers and/or System Program Offices (SPOs). This would include technology transition/maturation of 3rd party capabilities and innovations that are identified as viable solutions for meeting identified AOC requirements. (2) Development and associated sustainment of future NECC capability. This would include replacement and/or enhancement of capabilities inherent in the Joint Standard Air Operations Software (JSAOS) baseline, which today is provided as part of the TBMCS Force Level (FL) program. As the current TBMCS contract with Lockheed Martin Integrated Systems and Solutions (LMIS&S) (contract F19628-95-C-0143) approaches the end of its period of performance, at the end of FY07, the C2 Applications contract will provide continuity in meeting Air Force obligations with respect to Joint Service needs (for instance, with regard to JSAOS) and facilitate development of capabilities required during the transition into the NECC era. (3) Development, integration, and associated sustainment of future UC2 capabilities. Again, with the current TBMCS contract with LMIS&S finishing by the end of FY07, the C2 Applications contract will provide continuity in addressing new requirements and capabilities formerly provided by the TBMCS UL efforts. The 350th ELSG/PK is seeking a source or sources for the contemplated C2 Apps contract. Sources who believe they have the required concepts, tools and core capabilities for C2 Apps are encouraged to provide a white paper detailing core capabilities and/or existing tools that address and /or meet C2 Apps requirements. The purpose of this RFI is to gather information to support a possible RFP release. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation For Bid or a Request For Proposal. Responses to this notice are due by COB 1 Jun 06. Respondents should identify their company's name, address, telephone number, point of contact, and whether they are a large or small business. Proprietary information should be clearly marked. The electronic format may be in Adobe Acrobat Portable Document Format (PDF) or compatible with Microsoft Office 2003 suite of software. The white paper response shall not exceed 5 pages, including company information (single sided, sing le line spaced and utilizing Times New Roman font with 12-dot pitch).
