Place of Performance: Fort Rucker, Alabama. Descriptio n: Information From Interested Parties: SOURCES SOUGHT SYNOPSIS: This is a Sources Sought Synopsis announcement; a market survey for potential future acquisition of recycling, reuse, replenishment and disposal of unserviceable hazardous absorbent material generated by Fort Rucker maintenance operations. This solicitation is to be used for planning purposes. THIS IS NOT A SOLICITATION FOR PRICED PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, processes and sources with the capabilities and qualifications within pertinent industries involved in waste minimization. STATEMENT OF OBJECTIVES: The objective of this requirement is to identify qualified sources to divert used polypropylen e absorbents, socks, gloves, towels, etc. contaminated with petroleum-based organics and toxic metals to reuse from Fort Ruckers total solid waste stream by utilizing a process that assists Fort Rucker in reusing both the used materials and the organic an d metal contaminates. Known processes are (1) solvent-based dry cleaning laundry using a closed-loop distillation dry cleaning process that removes organic contaminants from the used polypropylene absorbent and processes them for commercial resale, or reu se and (2) a gaseous ozone, closed-loop system utilizing cold water. This solicitation seeks sources of these and other processes which result in zero hazardous waste from the system processes by reusing, selling or otherwise cessation of the waste chain and all processing byproducts. The process must keep Fort Ruckers contaminated items in a closed loop handling process which is segregated, handled, and processed separately from wastes received from other facilities. No part of the process may discharg e hazardous waste to a sanitary sewer or wastewater treatment system, or other disposal method. Any process and/or contractor must meet the following legal requirements: (a) must be a legal entity registered, approved and licensed in the field of operatio n, (b) be licensed, approved or otherwise permitted to do business as required by the State of Alabama, Coffee County, Dale County, and the United States Government, (c) be capable of attaining formal recognition by the Alabama Department of Environmental Management (ADEM),, Land Division, Hazardous Waste Section, and similar recognition from the State where the cleaning process takes place, (d) that the process meets the definition of reuse and (e) the contractor must have a history of satisfactory perfo rmance and have no unresolved infractions of any environmental rules, regulations or laws at the State, Local or Federal government level. Interested parties should submit an Expression Of Interested to the Contracting Agency Point of Contact, detailing the process(es) used, how the process(es) achieves the stated objective(s), and other information that may contribute to the Contracting Agen cys understanding of the scope and nature of the work and how the proposed process meets the end objective. The Contracting Agency may later issue a Performance Based Service Request For Proposals for work envisioned above.
