Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Ferrite Tile / Absorber System; to include: Seventy pallets of a ferrite til e / anechoic absorber system shall be purchased for outdoor use at the US EPG Antenna Test facility. This system shall reduce signal reflections by approximately 20 dB for frequencies between 30 MHz - 18 GHz. The following requirements also apply: The f errite tile absorber system shall be installed on 48 inch x 48 inch pallets to allow forklift transport. The pallet material should be chosen or treated to resist UV and water exposure; A layer of ferrite tiles shall be installed onto the pallets in a man ner which reduces the risk of breakage; Pyramidal absorber shall be installed on top of the ferrite tiles. Low loss wedges shall be inserted between the pyramidal absorbers to create a square structure that protects the absorber tips; The absorber shall be covered with a weather protection element that is flame retardant, tear resistant, impermeable, mildew/rot and UV resistant; Cost should include the design, manufacture, and delivery. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. Offers are due no later than 1200 hours, Tuesday, 23 May 2006 and shall be submitted electronically to virginia.miller@epg.army.mil. EVALU ATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. This is a Small Business Set Aside. The NAICs is 326150. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commerc ial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contract or Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
