Description
This is a combined synopsis/solicitation for the one time procurement of services to remove tires from existing split rim and install on new bolt together wheels for PLST (Pallet Load System Trailers)(See attached statement of work). This procuremen t is conducted in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items. The contractor will be required to be CCR registered at www.ccr.gov. NAICS codes is 811111, SIC code 7538, and FSC code J026 with a small business size standard of $6.0 million in annual sales and under is considered small business. This announcement constitutes the only issued solicitation. Quotations are being requested. This solicitation is restricted as a small business set-aside. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation. Price, delivery and past performance will be evaluation factors. A quotation for this request shall be submitted via email to kim.pohl@ng.army.mil or faxed to 517-483-5900. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR 52.212 -2 Evaluation-Commercial Items, paragraph (a) to this provision is completed as follows: (a) Price (b) Past Performance. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award. DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate applies and must be furnished. This is not a wage determination. WG-6 (Tire Repairer) for Sault Ste Marie(05370) min is $16.70 hourly, WG-6 (Tire Repairer) for Midland (05370) min is $21.45 hourly Wage Determination 94-2279(Sault Ste Marie), Rev 21, dated 5/23/05 and 94-2275 (Midland) Rev 23 dated 5/23/05 is applicable to this order. The following clauses will be incorporated by full text: FAR 52.212-5, Contract Terms and Condit ions Required to Implement Statutes or Executive Orders Commercial Items (DEV); FAR 52.252-2 Clauses Incorporated by Reference; and FAR 52.252-6, Authorized Dev iations in Clauses. Locations work is to be performed is Sault Ste Marie (42 trailers-which equals 294 tires) and Midland, MI (43 trailers-which equals 301 tires). 7 tires per trailer, demilitarization of split rims is required. These quantities are sub ject to change. All parts for this tire change will be provided by the Government. Contractor will need their own tools to make the changes and demilitarization. A cold storage bay will be available for tire changing. Government shop personnel will be responsible for staging and positioning trailers. A Government representative at each location will be available to accept completed work. Work acceptance will be noted and signed on a DA2407 Maintenance Request form provided at the work location. Each employee traveling with the contractor must have a State ID to access the state Armories. Any changes to this contract will be made by Kim Pohl at the Purchasing and Contracting Office at 517-483-5922. Contractor will be able to work both locations at th e same time. Each Government location will be responsible for disposal of the rims after contractor demilitarizes the rims. If in the course of change out of a tire and a tire fails to hold a seal on a new rim kit due to a defective rim kit or tire the G overnment will make a determination as to what is defective. Solicitation number W912JB-06-T-2015 will be used when referencing this solicitation. The resulting contract will be subject to the Service Contract Act. Work on a Government Installation, req uires insurance coverage. Liability insurance certificate shall be provided to the contracting officer prior to commencement of work.
