Description
EMERGENCY PROCUREMENT: The US Army Corps of Engineers, New Orleans District, intends to award the University of Miami, a sole source, firm-fixed price, purchase order for wind, wave, and surge forecasting for Lake Pontchartrain. Dr. Hans Graber, pr ofessor of Applied Marine Physics at University of Miami's Rosenstiel School of Marine and Atmospheric Science, leads a team from academia, federal agencies, and the private sector, to provide real-time forecasting of winds, waves, and surge in tropical st orms. As part of the National Oceanographic Partnership Program (NOPP), Dr. Graber's team developed a highly sophisticated hurricane forecasting system that is fully operational and currently used by the National Hurricane Center, Kennedy Space Center, an d the US Navy. Supercomputers are used by Dr. Graber's team to integrate wind, wave, and surge models to produce a comprehensive hurricane forecast that is considered the most sophisticated and reliable system available. Critical components of the NOPP f orecasting system are proprietary to NOPP. Their forecasts of winds, waves, and water level elevations in Lake Pontchartrain resulting from tropical storms will be used by the New Orleans District for the hurricane season commencing June 1, 2006. These w ind and water level predictions are essential to the operation plan for the interim closure structures at 17th Street, Orleans Avenue, and London Avenue Canals. This is an Urgent and Compelling requirement under the authority of FAR 5.202-(a)(2). This notice of intent is not a request for quotations and a determination has been made by the Government not to compete this procurement due to its proprietary nature a nd urgency.
