Description
This announcement constitutes a Request for Information; it is NOT a Request for Proposal. The intent of this RFI is to assist the Naval Air Systems Command (NAVAIR) in conducting market research to identify potential sources of Commercial Off-the-Shelf (COTS) solid state data loader/recorders to replace the existing magnetic hard disks in the E-2C. The replacement is intended to increase reliability of the loader/recorder, reduce aircraft operating costs, and provide growth capability for future performance enhancements. NAVAIR is also interested in information regarding industry integration capabilities should they pursue integration of this COTS solid state device into existing E-2 aircraft. A U.S. Navy integration team will lead the effort to install the replacement devices into the E-2 aircraft. Pending future funding allocations, specific unit functional requirements will be defined. For purposes of this initial market request for information, prospective vendors should consider the following general performance requirements: The replacement shall be a solid state disk (SSD), electrically, mechanically and software compatible with a conventional (magnetic) hard disk. The storage medium is not magnetic (like a hard disk) or optical (like a CD) but solid state semiconductor such as battery backed RAM, EPROM or other electrically erasable RAM like chip. The SSD shall provide faster access time than a disk, because the data can be randomly accessed and does not rely on a read/write interface head synchronizing with a rotating disk. The SSD shall also provide greater physical resilience to physical vibration, shock and extreme temperature fluctuations. The replacement shall have the capability to operate in a carrier-based aircraft environment with an expected 60-80% improvement in MTBF of the existing 800,000 hours. The replacement shall have a formatted capacity of approximately 18GB. The replacement shall ensure a positive return on investment when compared to total ownership cost of the current units. Pending program funding, the U.S. Navy anticipates procurement of 100-150 SSD?s for the E-2 aircraft over the next 2 years. Responses to this RFI should include: 1.) A summary outline of the performance specifications of the proposed replacement SSD (including vendor part number); 2.) A rough order of magnitude (ROM) estimate of unit costs; 3.)A ROM estimate of potential integration costs and, 4.)Any other information at vendor discretion, but limited to 5 pages.
