Description
This Presolicitation Notice updates and supercedes the previous notice, titled Quality of Life Advocacy Assistance (QOL-AA), dated 09 September 2005. The program name has been changed and shall be referred hereafter as the Victim Advocate Program. The U.S Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is contemplating full and open competition on the Victim Advocate Program on behalf of the Office of Deputy Under Secretary of Defense (ODUSD), Military Community and Family Policy (MCFP) Office. The VA Program is one of the many programs and initiatives offered by the MCFP Office to provide innovative options for the challenges that military members and their families face on a daily basis. The VA Program will provide victim advocates to expand and supplement the Service-sponsored victim advocate programs to assure availability of victim advocate services for victims of domestic abuse or sexual assault. The VA Program will provide victim advocates in both the Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS) in support of the MCFP as required. In addition, victim advocates services will be provided on and off installation, using on and off installation services.
