Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The North American Industry Classification (NAICS) Code is 541511, which has a size standard of 21M. The Request for Quote reference number is N00178-05-Q-3070. This requirement is set aside 100 percent for participation by small business concerns. Note 1 will apply. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure 1 STILMAN LG-PACKAGE (run-time license), or equivalent with the following salient characteristics: A set of unpopulated battlespaces; a set of component! templates; a set of mission templates; an elevation map; the ability to define any number of component types or sub-types (i.e., components within components) by assigning specific weapons, ammunition loads, sensors, to the component templates; the ability to define for each component type any number of entities of that type to be placed in any location in the battlespace within the limits defined by the component type (i.e., within land, sea surface, air, space, or other regions); the ability to define, for each mission template, any specific mission for any group of components permitted by the template; the ability to define multi-dimensional missions and multi-shaped battlespaces; the ability to execute coincident moves, thus enabling both sides in a war-game (or multiple components on a single side) to execute moves simultaneously; the ability to determine a problem?s range of influence on the war-game and to separate it from those regions of the war-game not influenced by the problem; the ability to decompose problems into smaller and m ore easily solved ones to minimize solution search space; the ability to execute simultaneous games over a range of levels of detail, from localized tactical battles to global strategic plans; the ability to execute simultaneous games with hierarchical data feeds, that allow bottom-up and top-down information flow between games of different levels of detail; the ability to incorporate asymmetric logic, allowing for the modeling of terrorist or guerilla tactics. Delivery 11 weeks ARO. All items must include the manufacturers standard commercial warranty and the description of the warranty terms and conditions must be identified in the offeror?s written response. The Government will award a purchase order to the responsible offeror whose offer conforms to this RFQ and is determined to be the most advantageous to the Government, price and other factors considered. Offerors must be determined responsible in accordance with FAR 9.104-1 and must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423 or via the Internet at http://ww.ccr.gov. All items are to be priced FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, Attn: Receiving Officer, 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100. Award is to be made under simplified acquisition procedures on an all or none basis. The closing date for receipt of quotations is 23 May 2006 at 2:00pm EST. Offers may be submitted via e-mail in Microsoft Word format to XDS13@nswc.navy.mil or via facsimile at (540) 653-6810, Attn: XDS13-1. Reference Request For Quotation Number N00178-06-Q-3019 on all correspondence. The Naval Surface Warfare Center has implemented Electronic Commerce (EC) in the acquisition area, therefore this synopsis with any applicable amendments will be available on the Worldwide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm.
