Description
The FISC Norfolk, Philadelphia Div intends to negotiate on a full and open competitive best-value basis, a firm fixed price contract to restore and repair sixty-one (61) static display Historical Naval Aircraft which were damaged during hurricane Katrina. The aircraft, from various locations, will be located at the National Museum of Naval Aviation in Pensacola, FL. Restoration services will be conducted at the Pensacola facility. It is anticipated that a pre-proposal site visit to inspect the aircraft will be scheduled, with details to be provided in the resultant RFP. The aircraft types (jet and propeller) include the following: A4-1, A4D-1, A7, AJ2, AU1, CH46-D, CT39, C46, C117, C118, C131, EA1-F, E1B, EA1-F, EC121, EA3-B, F9F-5P, F9F, F14, F16, F18, F14, HH52A, HU-16, H53-5, JD-1, KA-6, KC130-F, NU-1B, PBJ-1D, PB4Y, PBY-5A, PF18, PV2, P2V-1, P-3A, P-3, RA5-C, RC45J, R4D, RF4-B, RF8G, SH2-F, SE2, SP2H, TA4-J, T2-C, TC-4C, T34-B, TC-130-G, UH1-E, UH34-D, VH3-A. These aircraft have sustained varying degrees of damage, from slight to significant. Note that these aircraft are intended for static museum displays and are not to be restored to an airworthy condition. It is currently anticipated that a firm fixed price contract of one year plus two option years will result from this solicitation and which will include repair and restoration of all aircraft. The resultant solicitation will be posted on the NECO website at www.neco.navy.mil . It is requested that companies interested in this requirement and having the necessary capabilities and expertise contact the FISC Philadelphia POC, Mr. David Gagliardi, Code 260.1B, at 215-697-9606 or e-mail at david.gagliardi1@navy.mil. Such contacts will assist the Navy in assessing the marketplace. This requirement will be solicited on a best value basis with technical proposals required. Proposals in response to the resultant solicitation will have to be submitted in hard copy. The applicable NAICS code is 336411.
