- NAICS Code: 541990 The U.S. Environmental Protection Agency (U.S. EPA), Office of Air and Radiation (OAR) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13.5, Test Program for Certain Commercial Items to E Source under the authority of FAR Part 6.302-1. The purpose of this acquisition is to acquire the unique services of E Source to provide their analytical expertise in energy related issues from technical to policy questions as well as their expertise as an experienced provider of both bound publications and on-line information in the field of energy efficiency technology and strategic energy to address the complex task of upgrading the EPA's Building Upgrade Manual. The Building Upgrade Manual is a technical resource for building energy managers to make sound and cost effective improvements in their buildings to achieve superior energy performance. The Request for Quotation (RFQ), including the Statement of Objectives, evaluation factors for award, and quote submission instructions, will be available at the following website on or about 5/18/06: http://www.epa.gov/oamhpod1/admin_placement/0602187/index.htm . The North American Industry Classification System (NAICS) Code for this procurement is 541690 with a Small Business Administration size standard of 6.5M. It is the responsibility of interested parties to download the RFQ and related documents from the aforementioned website and to regularly monitor it for any updates to the RFQ.
