Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is GS-01-P-06-BW-C-0060 and the solicitation is issued as a request for proposal (RFP). The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)2005-09. This requirement is advertised on an unrestricted basis under the Small Business Competitiveness Demonstration Program. Both small and large businesses may submit a proposal. Please see uploaded attachments for scope of work, drawings, line items, wage determinations, Representations and Certifications (to be submitted with proposal) and other pertinent documents. Brief scope of work: Contractor shall provide all labor, supervision, equipment, planning, and quality control services required to test, adjust, balance, and perform re-commissioning work to the HVAC system in the Ribicoff Federal Building, Hartford, CT. The Ribicoff building is 8 stories with one basement area containing the primary chilled and hot water systems provided by the utility and 3 penthouse areas one over each wing and one over the building proper which contains the building?s air handling units. The approximate quantities of the various equipment involved in this project are: VAVs ? 186, Diffusers - 610, Volume dampers ? 550, Perimeter induction units ? 370, Heat only induction units -16, Air handlers ? 9, Pump room ? 1, and the associated pumps, thermostats, sensors, heat exchangers, EMS and control equipment associated with a 330,000 SF office building serviced by a district heating and cooling water loop. This includes the pumps and valves in the chilled water and secondary water distribution system in the basement pump room. Contractors will use this specification and follow ASHRAE Guideline 0-2005 (HVAC commissioning) as a guide when submitting their proposals. FAR 52.237-1 Site Visit (Apr 1984) applies to this solicitation: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. NOTE: To schedule a site visit please contact the Ribicoff Federal Building?s Property Manager, Ms. Kitten Digges, at (860)240-3576.Period of Performance: 60 calendar days after receipt of Notice to Proceed. Provisions at FAR Clause 52.212-1, Instructions to Offerors-Commercial Items (JAN 2006) apply to this acquisition and is incorporated by reference, with the following addenda: The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all Offerors; to award the contract to other than the Offeror submitting the lowest total price; and to award to the Offeror submitting the proposal determined to be most advantageous (best value) to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.Offerors are requested to propose their most favorable price with their initial proposal. Offerors should not asume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals; however, the Government reserves the right to clarify certain aspects of their proposals or conduct discusssions providing an opportunity for the Offerors to revise their proposal. The Service Contract Act Wage Determination No. 1994-2087, Revision No. 29, dated 5/23/2005 applies to this solicitation and is provided as an attachment to this document. FAR Clause 52.212-2, Evaluation-Commercial Items (JAN 1999) applies to this acquisition and is provided in full text: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 2. Past Performance (approximately equal to price) Contractor shall have had a minimum of five years experience performing similar work. Contractor shall provide with proposal a description of previous work performed with point of contact and phone number for each. 3. Technical Experience (approximately equal to price) Contractor qualifications: Testing, adjusting, and balancing contractor must be a certified Testing, Adjusting, Balancing Bureau (TABB) Certified Technician and have passed the Sheet Metal & Air Conditioning Industry National Certification board. (See Scope of Work, Paragraph 1.4 Quality control). Provide certificate and sample TAB report with proposal. 4. Technical Approach (Approximately equal to price) Contractor shall address how this project will be approached, including all issues that may arise during the course of the project, (i.e. limitation of noise and disruption in a fully occupied building). Technical Experience and Past Performance when combined are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
