Description

Note: This procurement is set-aside for competition among small business concerns only. The North American Industrial Code for this acquisition is 423940 with a size threshold of 100 or fewer employees for determining if a company is considered a small business for purposes of this acquisition. The U.S. Office of Personnel Management, Western Management Development Center (WMDC) is seeking quotes for the following: Quantity: 4325 expandable bags Northwest or equivalent expandable saddle bags, blue color with deluxe organizer, main zippered compartment expands to 7 inches, full size zippered exterior pocket with antique brass finish metal hardware, removable, adjustable/padded shoulder strap, tan trim, heavy duty snap closure, tight synthetic fiber weave pattern wrinkle, 16 ? inches by 13 inches by 4 ? inches. Artwork/graphics will be provided. Please send sample bag and 1 multi-colored embroidery swatch for review. Delivery of order: 1325 bags on or around June 30, 2006, and remaining 3000 bags to be delivered on or around August 7, 2006. This order requires inside delivery. In submitting quotes, please provide the following information: 1. Cost of bags 2. Complete description of bags offered 3. Cost of artwork/graphics setup 4. Delivery time for first 1325 bags and inside delivery charge 5. Delivery time for remaining 3000 bags and inside delivery charge 6. Sample bag and one multi-colored embroidery swatch for review 7. At least three references from customers, preferably other Federal agencies for which you have provided similar items. References should include a description of the item sold, quantity, date of award, a name and phone number of the customer to contact. Price quotes must be received at the address listed below by close of business, 5:00 pm, MDT) on Wednesday, May 31, 2006. Price quotes received after this time and date may be considered only of the Government determines it is in the best interest to do so. U.S. Office of Personnel Management Western Management Development Center 3151 South Vaughn Way, Suite 300 Aurora, CO 80014 Award will be made to the company that submits a complete price quote containing all the information specified above and is determined to offer the best value to the Government. Offerors are advised that failure to submit a sample embroidery swatch may result in the price quote not being considered for award. Best value will be determined by evaluation the quotation proposal against the following technical evaluation criteria which are listed in descending order of importance:  Quality of embroidery  Durability/waterproofing of bag  Capacity/expandability  Accessories (fasteners, zippers, strap connectors, adjustable shoulder strap)  Interior/exterior pockets for usability  Past performance information  Delivery time Award will be made to the offeror the Government determines best meets the above technical evaluation criteria and secondarily, considering the total offered price to provide the full quantity of bags. The Government reserves the right to award to other than lowest offered total price if it determines that the technical quality of the offer offsets the higher price.
