Description
The Centers for Disease Control and Prevention (CDC) contemplates full and open competitive award of a 60-month incrementally funded cost-plus-fixed-fee contract from Request for Proposal (RFP) 2006-Q-08507 under NAICS 541720 for the following services: The Contractor, in collaboration with CDC and other contractors (including but not limited to those providing programmatic or technical services), shall (1) provide program evaluation intensive technical assistance (ITA) by phone, e-mail, or in-person to selected CDC-funded partners; (2) develop and assess the usefulness of evaluation resources, reports, and tools (electronic, for presentation, and in print) to aid funded partners in conducting program evaluations through clear and consistent ITA messages; (3) promote, market and assess the usefulness of evaluation TA activities to CDC funded partners through development and distribution of marketing materials; (4) plan, develop, implement, and follow-up on evaluation workshops and trainings as requested; and (5) develop and/or maintain a system by which records of program evaluation ITA will be shared with CDC staff, contractors, and funded partners. RFP 2006-Q-08507 will be for services effective approximately October 1, 2006 (to replace contract #200-2001-00110, awarded to the nonprofit organization Academy for Education Development in the amount of $3,662,794.00, expiring September 30, 2006). The date specified for receipt of proposals will be approximately 30 days after the issue date of the RFP 2006-Q-08507, which is anticipated to be issued on or about May 31, 2006. The RFP will be available only by downloading at this internet site: www.fbo.gov/ . All responsible sources may submit a proposal for consideration. A wage determination has not been requested since the requirement involves meaningful numbers of professional employees as defined in FAR Subpart 22.11. Market Research was conducted in accordance with FAR Part 10 via a Sources Sought Notice for small businesses; however, with SBA concurrence it has been determined to seek full and open competition.
