Description

INFORMATIONAL PURPOSES ONLY. The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), intends to negotiate on a sole source basis with General Scientific Corp., 1201 M St. S E, Ste. 120, Maritime Plaza 1, Washington DC 20003-3711 for the procurement of continued Chief of Naval Operations (CNO) Project K-0416 Calibration and Combat Patrol and Reconnaissance Wings (CPRWs) Support Site Training and Analysis support services. General Scientific Corp. is currently performing these services under contract N00421-05-F-0352. The Naval Air Warfare Center Aircraft Division (NAWCAD) functions as Product Team Leadership for CNO K-0416. Specifically, support is required in the following areas: (1) perform recurring on-site CNO K-0416 training of CPRW Project assigned fleet operators and technicians; (2) provide onsite depot level maintenance and logistics support of the special project equipment that make up the Project Avionics suite installed in fleet aircraft assigned as project assets; (3) provide post flight mission analysis utilizing Project specific systems and equipment onboard the NAWCAD, Patuxent River, MD; CPRW5, Brunswick, ME; CPRW11, Jacksonville, FL; CPRW 10, Whidbey Island, WA; and CPRW2, MCBH Kaneohe Bay, HI. Some of these services require a SECRET CLEARANCE while others will require a TOP SECRET CLEARANCE. Given the nature of the effort, this is a sole source action to award a contract for a period of performance from 12 June 2006 through 11 June 2007, plus four – one year option periods. The applicable NAICS Code is 541330. These services are the only ones that will assure commonality (form, fit, function) and fall within the existing support infrastructure of the program. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. While this notice of intent is for informational purposes only and not a request for competitive proposals, interested parties may identify their interest and technical capability, respond to this requirement and may submit information, which will be considered by the agency. Responses to this notice of intent to negotiate with General Scientific Corp. should be submitted no later than 24 April 2006.
