Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Fibergate 6076?C Franconia Road, Alexandria, VA under the authority of FAR 13.106-1(b)(1), soliciting from a single source, for fiberoptic cable infrastructure in the Washington metropolitan area. NIST previously acquired a physical connection into the Fibergate dark fiber cable infrastructure and activated a 1-pair fiber connection to University of Maryland Collage Park (UMCP). Fiber is resistant to electronic eavesdropping, a result of its properties, whereas copper wire can be intercepted through inductive coupling (a magnet or other ferrous material that allows electricity to pass through it on a copper line. This requirement is for monthly usage of that fiber connection. Since the fiber optic connection is delivered through the Fibergate cable infrastructure, Fibergate is the sole source to light the fiber. A fixed price purchase order will be issued on or about June 1, 2006, for a base year with four option years. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
