Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a request for quotations and a written solicitation will not be issued. The solicitation number is 102-RFQ-06-0006. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09, which may be viewed at http://www.acquisition.gov/comp/far/index.html. The applicable NAICS Code is 541512. The small business size standard is $23,000,000. This acquisition is unrestricted. All responsible sources may submit a quotation which shall be considered by the agency. - The intent is to offer a multi-year fixed-price contract to the contractor whose quote represents the best value to the Government. ? The Indian Health Service Office of Environmental Health and Engineering Division of Sanitation Facilities (OEHE/DSFC) funds the design and construction of wastewater facilities. OEHE utilizes over 400 pieces of AutoCAD and AutoCAD related software to produce designs, plans and specifications for funded projects. For more information see http://www.dsfc.ihs.gov/. The purpose of the proposed acquisition is to consolidate the management and administration of Autodesk computer aided design (CAD) software, related software, and license usage throughout the IHS/OEHE/DSFC Area Offices and Service Units, analyze software usage patterns, recommend and implement improvements to the system, procure software and licenses, provide technical assistance in the management of the system, and provide training on the use of the software packages. ? Quotations will be evaluated on price, past performance and technical capability in accordance with the procedure at FAR 13.106-2. Multiple quotations may be submitted. For example, quotations may be based on upgrading the existing software in the first year or deferring upgrades to subsequent years. Also, vendor standard technical support or training packages that vary from the estimated requirements shown in the schedule but provide similar levels of service may be proposed. Responses to this solicitation should include an outline management plan describing the contractor?s approach to meeting the work requirements. - LIST OF CONTRACT LINE ITEM NUMBERS. Line: Description: Unit of Issue: Quantity - CLIN00001: Autodesk Subscriptions: Year: Five (5); CLIN00002: Autodesk Product Management: Year: Five (5); CLIN00003: Annual CAD Standard Review and Update: Year: Five (5); CLIN00004: Remote Technical Assistance: Year: Five (5); CLIN00005: On-Site Technical Assistance: Year: Five (5); CLIN00006: Autodesk Training Session: Year: Five (5). ? DESCRIPTION OF REQUIREMENTS. CLIN00001, Autodesk Subscriptions. The Contractor shall provide annual licenses for the following software products and quantities that are installed at various OEHE locations: AutoCAD 2006: 68 each; Land Desktop 2006: 27 each; AutoCAD LT 2006: 41 each; Raster Design 2006: 57 each; Survey 2006: 75 each; Building Systems 2006: 10 each; Civil 3D 2006: 124 each; Civil 3D - Civil Design Companion 2006: 96 each; Architectural Desktop 2006: 1 each; Map 3D 2006: 7 each; CLIN00002, Autodesk Product Management. The Contractor shall: 1) Review status and distribution of existing software and license subscriptions throughout IHS Area Offices and Service Units; 2) Monitor and manage software and license usage at multiple servers nationwide; 3) Evaluate software and license usage and distribution. Develop recommendations for improving the distribution of software and licenses and their purchase and/or renewal; 4) Implement recommendations approved by the Project Officer. Coordinate acquisition and distribution of new and existing software and licenses; 5) Prepare and submit reports of software and license usage on a quarterly basis. Quarterly Reports shall include proposed recommendations and implemented recommendations for distribution, purchase, and renewal of software and licenses; 6) Distribute new software, licenses, patches and related products. Coordinate the management of multiple servers and software, patches, and upgrade installation nationwide with local IHS IT Managers; CLIN00003, CAD Standard Review and Update. 1) Review existing OEHE Division of Sanitation Facilities Construction (DSFC) CAD Standard; 2) Solicit recommendations for updating, improving, and revising the CAD Standard from IHS staff that utilize the software managed under this contract; 3) Independently develop recommendations for updating, improving, and revising the CAD Standard. The current standard is attached.; 4) Propose changes to the CAD Standard based upon solicited and independently developed recommendations; 5) Edit and revise the CAD Standard with changes approved by the Project Officer; 6) Prepare and submit a report in both hard copy and editable electronic format that documents the results of the analysis and provides recommended changes to improve the standard. 7) Prepare and provide a final revision to the CAD Standard in both hard copy (10 copies) and editable electronic format that incorporates revisions approved by the Government Project Officer; 8) Repeat CAD Standard revision process on an annual basis; CLIN00004, Remote Technical Assistance. Provide remote technical assistance via telephone or internet to all IHS users of managed software and licenses including, but not limited to IHS engineers, technicians, and CAD managers. Technical assistance via telephone shall be available between the hours of 8:00am and 8:00pm ET. Provide toll-free number for telephone technical assistance. Response (hold) time shall not exceed 15 minutes. Estimated annual requirement: 100 hours; CLIN00005, On-Site Technical Assistance. Provide on-site technical assistance as requested by the Project Officer. Minimum response time is two working days from date of notice. Minimum on-site time is 4 hours. Estimated annual requirement: 40 hours. Travel and per diem will be reimbursed based on actual cost subject to the limits prescribed by the Federal Travel Regulations; CLIN00005, Autodesk Training Session. 1) Provide training sessions for AutoCAD applications supported under this contract. Actual courses to be determined and selected by the Contracting Officer; 2) The duration of each training session shall be three (3) consecutive days for eight (8) hours each day during normal working hours. A maximum of twenty-five (25) students shall attend each session; 3) Prepare and submit syllabus for training session and documentation that the proposed instructors are certified by Autodesk no later than thirty (30) days prior to the scheduled training session to the Project Officer for review and approval; 4) Training sessions shall be conducted at times and locations to be determined by IHS. Exact dates and locations for training sessions shall be provided to the Contractor by the Government no later than sixty (60) days prior to the scheduled training sessions. The Government shall provide all necessary facilities and computer equipment for the training sessions; 5) Training sessions shall include an overview of the DFSC CAD Standard in addition to the primary subject matter; 6) The Contractor shall provide all necessary books and manuals for each student at each training session. These materials shall become the property of the Government; 7) The unit price is based on three (3) sessions per year. Travel and per diem will be reimbursed based on actual cost subject to the limits prescribed by the Federal Travel Regulations. ? PERIOD OF PERFORMANCE is approximately June 2006 through June 2011. The base contract period ends one year after contract award. All program years after the first are subject to cancellation and negotiated cancellation ceiling amounts for each year after the base year will be included in the contract price schedule; CLAUSES AND PROVISIONS.
