- Sources Sought Notice FA8601-06-R0050 Meteorological Support Services This sources sought notice is requesting capabilities statements from potential sources capable of providing commercial meteorology non-personal services for the 54th Airlift Squadron (AS) and 445th Airlift Wing?s (445 AW) training, airlift and tactical airlift missions, Civil Air Patrol, National Airborne Operations Center (NAOC), and meteorological support for Open Skies missions. This is a Sources Sought Notice and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this sources sought notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government?s use of such information. The information obtained from industry?s response to this notice may be used in the development of an acquisition strategy and future RFP. The Government is contemplating a period of performance for this contract of one base year with four one-year options. The applicable North American Industry Classification System (NAICS) is 541990 (All other Professional Scientific and Technical Services) and small business size standard is $6.5M. The government seeks industry input to determine if this acquisition should be a total set-aside to small businesses Federal Acquisition Regulation (FAR) Part 19. Responses to this notice will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition or as a set-aside under a small business set-aside or 8(a) procedures. The statement of capability shall provide a brief introduction into the company, including CAGE Code, business size and a description of relevant contract experience with Government or commercial customers. Along with a description of relevant contract experience, include a reference to the contract number, magnitude, place of performance, and points of contact for each example provided (name of the point of contact, address, e-mail, telephone number, fax number, and the company?s web page, if applicable). Submitted information shall be UNCLASSIFIED. The technical capabilities statement must address relevant technical capabilities. Services shall include present weather conditions, weather forecast information, and request for flight or mission planning weather, solar or lunar data, weather observations, climatological information, flight weather briefings, Point of Entry/Embarkation (POE) briefings, and Mission-Watch. The contractor will perform the services required 24 hours per day, 7 days per week, including all Federal holidays. Government evaluators will apply statement of Capability Evaluation Criteria as follows: 1) Relevance of current and past contract performance to requirements. 2) Magnitude of projects referenced in current and past performance; and ability to scale up or down 3) Ability to obtain employees with required government security clearances. 4) Weather observers and forecasters must be certified as required by the National Weather Service (NWS) Program or Department of Defense and personnel visual acuity is corrected to 20/20 with glasses or contacts as required by the Department of the Air Force. 5) Familiarity with weather radar systems and the New-Tactical Forecast System (or equivalent commercial forecast systems). 6) Ability to provide mission execution forecast and briefings to aircrews in support of the Open Skies missions at WPAFB and Dulles International Airport. Again, any information submitted by respondents to this notice is strictly voluntary. The company?s standard format is acceptable; however, please limit responses to no more than 15 pages. The Government will not pay for any information submitted by respondents to this notice request.
