Description
The 301st Operational Contracting Office at NAS JRB (Carswell Field) Fort Worth Texas intends to award a delivery/purchase order under Simplified Acquisition Procedures (SAP) for the LEASE OF AN A/C TOW TRACTOR/TUG. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Purchase Request Number is 5A2MX6125A100 and is issued as a Request for Quotation (RFQ). This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 333924, with size standard 750 Employees. DELIVERY: 301 FW, NAS JRB FORT WORTH, TEXAS 76127. FOB: Destination. BASIS OF AWARD: IAW FAR 52.212-2, Evaluation ? Commercial Items (MAR 1998), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Factors used to evaluate offers will be: requirements criteria and price. REQUIREMENT: AIRCRAFT TOW TRACTOR/TUG PREFERRED CHARACTERISTICS- Maximum draw bar pull - 11,000 LBS; Angle of approach - 6 degree; Angle of departure - 26 Degrees; Maximum Side Angle - 45 Degrees. Turning Radius: Two-Wheel Steer (front) - 22 feet, Coordinated Steer - 14 feet. Towing Capacity: Two-Wheel Drive (aircraft or trailer) - 85,000 LBS, Four-Wheel Drive (aircraft) - 175,000 LBS, Four-Wheel Drive (trailer) - 93,000 LBS; Grade to load capacity: 0-4% -175,000 LBS; 5-10% - 68,000 LBS; 11-15% - 45,000 LBS. Pintle Hook: Operation - Manuel release; Maximum Capacity - 18,000 pounds. Parking Brake: Disc caliper. Tow Bar: Will consider tow-bar-free towing vehicle as long as has tow bar capability. LEASE/PAYMENT. Lease payments of approximately 12 month?s duration. Price to include all pick up and delivery charges. Lease to be paid monthly. MAINTENANCE. To be provided by offeror. QUOTE SUBMISSION. IAW FAR 52.212-1, Instruction to Offerors Commercial Items, when submitting quote, follow guidelines in Section (b), Submission of Offers. ?Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show -- (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) ?Remit to? address, if different than mailing address; (8) Acknowledgment of Solicitation Amendments; (9) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (10) Offeror?s must include with their offer a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 2005) with their quote. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. The offeror agrees to hold prices in its offer for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
