Description
This is an amendment to the previous solicitation 2006-Q-08501.1. The Centers for Disease Control and Prevention is soliciting quotes in efforts to provide a service to guide the implementation of the new alignment of the National Center for HIV, STD, and Tuberculosis Prevention (NCHSTP), Division of HIV and AIDS Prevention Division. This amendment reflects a change in the period of performance. The period of performance is June 12, 2006 to December 8, 2006. The second change reflects a change of deliverables for Phase I. A formal written recommendation addressing the governance and organizational structure for DHAP will be submitted to the Project Officer by Monday, July 12, 2006. Questions and Answers Associated w/Solicitation 1. What was the impetus for the original project? What was the impact on the organization? The impetus was the need for a better governance structure for the Divisions of HIV/AIDS Prevention (DHAP), the largest Division at the U.S. Centers for Disease Control and Prevention (CDC), given the changes that have resulted from the reorganization of CDC and the creation of the Coordinating Center for Infectious Disease, the Coordinating Center that DHAP is located in. The intended impact of this project is create the most efficient management structure within the parameters of government regulations for the prevention of HIV/AIDS. 2. What is the size of the organization(s) for which the work is requested? DHAP has approximately 500 full time employees and 200 contractors, as well as an annual budget of over $600 million. 3. How many are going to be involved in the leadership development process? Between 25 and 30 members of the leadership staff at various levels are expected to participate. 4. Explain the meaning of ?governance model? as it pertains to your request? The goal of this project is to develop a model for a management structure of DHAP that considers both its size and current government limitations. 4. What are the total number of key people the CDC anticipates being interviewed? What are their locations (Atlanta only, Atlanta and other, etc.)? It is expected that 25 to 30 people will need to be interviewed, and all are located in Atlanta. 6. Can you provide the name of the group that did the former strategic planning work? May we obtain a copy of their recommendations? The former strategic planning work was completed by Trinity Solutions. The recommendations were included in the synopsis solicitation. 7. If an external group was utilized, are they expected to bid on this new piece of work? The requirement was solicited on an unrestricted basis. The vendor who completed the prior work may bid. 8. Is this process seen as a validation of the former plan? Or, is this process seen as an implementation of the former plan? The process is viewed as a ?revamping? of the earlier recommendations, followed by the implementation of the resulting revised recommendations. 9. Given the short turnaround requested in Phase I, how firm is the published timeline? The closing date has been extended until May 25, 2006. 10. How many days were you anticipating the project would take? How many total meetings? Duration of meetings? We would expect the offeror, given the requested deliverables, to determine what the appropriate number of days, number of meetings, and duration of those meetings would need to be to achieve the desired result. 11. Are there any key changes or imperatives forthcoming that may influence the outcome of this project? All key changes and imperatives that can be anticipated ? the creation of the Coordinating Center and resulting changes to DHAP?s structure and business practices ? have already taken place. 12. Does the CDC have its own internal leadership development process, or are they desirous of the external contractor developing one based upon the information gleaned from this project? DHAP has its own internal leadership development process, but is looking to augment it based on the governance plan and any issues identified during the process. 13. In Phase II, what opportunities will exist for recommendations and implementation planning to be validated down the line from top and mid-management? Once a plan is developed, it will be discussed and finalized at various levels within the organization, and then implemented during phase II.
