- This is a sources sought announcement to seek potential SMALL BUSINESS vendors that could fulfill the below requirement. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 541110-Office of Lawyers and the Size Standard is $6,500,000. This Sources Sought Synopsis is in support of market research being conducted by the NIH to identify small business sources (including small business programs: 8a, HubZone, and Service Disabled Veteran) that are capable of performing patent legal services for the NIH Office of Technology Transfer (see http://www.ott.nih.gov/index.html). The draft Statement of Work and its attachments is attached to this sources sought notice Interested small business firms are invited to submit a capability statement addressing the ability to satisfy the requirement. The capability statement should reference Source Sought number 263-2006-M(GO)-0119 and should be no longer than 15 pages in length (personnel qualifications is not included in page count) and shall include the following: (1) Name and Address of the Organization, (2) The size standard and small business program (8a, Service Disabled Veteran, HubZone) status of the company as listed under www.ccr.gov, (3) Point of Contact with name, title, voice/telephone, facsimile number, and email address, (4) DUNS number, (5) Contractor?s capability statement that demonstrates the firm?s ability, knowledge, and experience to perform the key requirements described and its knowledge and experience specific to the Draft Statement of Work. The firm must demonstrate that they have the necessary personnel with experience, labor, materials, services, equipment, and facilities to support the efforts detailed in the Draft SOW. (pamphlets and standard brochures will not be considered as responsive to this source sought) (6) List of three organizations to whom similar types of services have been previously provided within the last three (3) years-- to include contract number, dollar value, name and telephone number of customer (7) Qualifications of any key personnel likely to work on requirement. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS June 8, 2006 at 2PM EST. FAXED and E-MAILED CAPABILITY STATEMENTS WILL NOT BE ACCEPTED. All questions must be in writing and may be e-mailed to Zedekiah J.
