Description
Amendment-1: Please find the attached file containing an amendment to this solicitation. Question & Answers-1: Please find the attached file containing answers to questions presented by potential offerors for this solicitation. ORIGINAL ANNOUNCMENT: Title 49, United States Code, Chapter 443, authorizes the Secretary of Transportation to provide insurance and issue or procure reinsurance against loss or damage arising out of any risk from the operation of American aircraft of foreign flag aircraft. Provision of such insurance is subject to several criteria. Such insurance must be necessary in the interest of air commerce or national security or to carry out the foreign policy of the United States. Further the insurance cannot be obtained on reasonable terms from a commercial insurance company. The FAA is seeking proposals from interested parties to procure aviation insurance support services in the administration and settlement of insurance claims, the collection of information on commercial aviation insurance markets, evaluating program finances, and risk management and insurance brokerage services. Provision of these services requires insurance industry contacts and agreements sufficient to form integrated claims adjustment and settlement teams to fit the unique circumstances of individual claims. Further, knowledge is required of aviation insurance markets and insurer financing and risk mitigation techniques. The service provider must understand the FAA aviation insurance program's statutory authority and responsibilities, and how these interface and impact program insurance coverage and claims settlements. Finally, the insurance service contractor should not have current ongoing service contracts or relationships with air carriers, insurance companies, or other insurance service companies that would create a conflict of interest with the performance of tasks under this indefinite delivery indefinite quantity contract.
