Description
This is a combined synopsis/solicitation Request for Proposal (RFP) in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This VA Medical Center is seeking Respiratory Care Services from a staffing agency for outpatient care. Population is for young, middle and older adults. The Respiratory Therapist will provide a variety of treatment or testing service to maintain optimum physiological maintenance of the cardiac and respiratory systems. No ventilation requirements. Hours of Coverage: Days 8:00 am - 4:30 pm, No Federal holidays. QUALIFICATION The Staffing Agency shall document and verify the following matters with regard to all Respiratory Care Practitioners provided by the Staffing Agency, and shall provide copies of all documentation to the Medical Center unless the parties agree otherwise: a. The levels of qualification will be limited to two credentials, as awarded by the National Board for Respiratory Care (NBRC): i.Registered Respiratory Therapist (RRT) ii.Certified Respiratory Therapist (CRT) b. All personnel provided under this contract shall have graduated from an American Medical Association (AMA) approved Respiratory Therapy Program. DOCUMENTATION REQUIREMENTS The Staffing Agency shall provide the Medical Center with such information and documentation as the Medical Center requests concerning Respiratory Care Practitioners the Staffing Agency proposes to place at the Medical Center to enable the Medical Center to determine whether the Respiratory Care Practitioner is acceptable to the Medical Center. The Medical Center shall have the right to refuse to accept any Respiratory Care Practitioner offered by the Staffing Agency. The Medical Center shall have the right to refuse to accept any Respiratory Care Practitioner who arrives at the Medical Center without the documentation requested by the Medical Center, without the payment of any cancellation penalty. The Staffing Agency shall provide a completed packet of information to include all medical clearance, relevant education, training, skills, and specialties and work history at a minimum to include: 1. A minimum of two recent and relevant professional references. 2. TB test results and evidence of satisfactory health status. 3. Verification of education, training and certifications. 4. Current licensure in good standing. 5. Documentation of testing, screening, and personally interviewed by a qualified respiratory care practitioner to assure current competence and proficiency in all required clinical skills and theory expected of a thoroughly competent registered or certified therapist. 6. Current CPR certification. 7. Documentation of participation in appropriate continuing education activities. 8. Drug screening results (only as needed). 9. Orientation and instruction in use of universal precautions consistent with OSHA requirements. If the Respiratory Care Practitioner's license or any certification expires while the Respiratory Care Practitioner is providing services at the Medical Center, the Staffing Agency shall provide written evidence of appropriate renewals. SCOPE OF DUTIES 1. Set up and operate devices to provide respiratory treatments, 2. Provide emergency care, including artificial respiration, external cardiac massage and assistance with cardiopulmonary resuscitation., 3. Assist with exercise stress testing by serving as a member of the team, mainly responsible for blood pressure monitoring., 4. Perform blood draws for an outpatient and nursing home care unit population., 5. Perform arterial punctures for arterial blood gas analysis. Relay blood gas analysis results to a physician., 6. Perform EKGs. SPECIAL CONSIDERATION (a) Knowledge of essential operational function of DHCP/VistA software package; (b) Self-directed, able to work with minimal supervision. PERFORMANCE MEASURES 1. In the event the Medical Center at any time determines, in its sole discretion, that any Respiratory Care Practitioner provided by the Staffing Agency is not providing satisfactory services or is otherwise engaged in activities which the Medical Center determines, in its sole discretion, to be detrimental to patients, the Medical Center or others, the Medical Center shall give the Staffing Agency written notice of such activities and the Medical Center may require that the Respiratory Care Practitioner be removed from the Medical Center and no longer provide services at the Medical Center. 2. All the Respiratory Care Practitioners provided by the Staffing Agency shall comply with all by-laws, rules, regulations, policies, and procedures of the Medical Center and its Medical Staff. In addition, all medical care and other services shall be provided in accordance with the standards of the Joint Commission on Accreditation of Health Care Organizations as well as any organizations providing accreditation or certification with regard to services provided. All services rendered by Respiratory Care Practitioner provided by the Staffing Agency shall be in conformance with all state, federal, and local laws, ordinances, and regulations. 3. The Staffing Agency shall provide a 24 hour liaison and/or call center who the Medical Center may contact at any time to address any problems or issues that may arise. PRICE SCHEDULE: Respiratory Therapist Services, Days -8:00 am - 4:30 pm, Qty 4, Wks., $________ The NAICS Code is 621399, with a small business size standard of 6 million. The proposed solicitation listed herein is unrestricted. A Firm Fixed price contract will be awarded.
