Description
The US Army is seeking sources for a Programmable Encryption Device (PED). The PED is used to provide over the air traffic encryption functionality for Force Battle Command Brigade and Below (FBCB2) Blue Force Tracking (BFT) Satellite Network multica st and unicast Situational Awareness and Command and Control messaging from multiple locations, and device health monitoring messages to and from the Satellite Communications transceiver. The PED is required to process messages up to secret and is install ed in Army and US Marine Corps tactical ground vehicle platforms, rotary wing aircraft and at the FBCB2 BFT Global Network Operations Centers. This device must operate in, and meet the environmental conditions of these ground and air platforms, to include the platform unique shock and vibration profiles. Additionally, it must be operational in temperatures ranging from -40 C to +85 C, must be Nuclear, Biological and Chemical compliant and must interface with the existing installation kit cabling. The Government does not own the design rights to the PED and cannot provide detailed drawings sufficient to reproduce the device. The PED consists of a ruggedized aluminum cast rectangular box, approximately 4 x 7 x 2 with four external military grade connectors  a standard 6-pin Communications Security fill connector, a red interface connec tor, a black interface connector, and a 28 volt DC power supply connector. Both the red and black interface connectors of the PED are programmable and support either an RS232/422 serial interface or a 10/100 Ethernet electrical interface. The red and bla ck interfaces to the PED employ a custom messaging protocol that was developed by Comtech Mobile Datacom Corporation, Germantown, MD, for its MT2011E L-band Transceiver. Internally, the PED contains a power supply circuit, serial and Ethernet driver circu itry, microprocessors and memory, interfacing electrical components and the National Security Agency (NSA) endorsed Harris Sierra II Programmable Cryptographic Module (see http://www.rfcomm.harris.com/products/embeddable-security/sierraII.pdf for more deta ils on Sierra II). The only known source for the PED is Harris Corporation and its part number for this item is 12054-1000-01. The Army plans to procure an estimated 40,000 PEDs over the next five years with contract award anticipated by December 2006. In itial production deliveries are required to begin in August 2007 with a ramp up to approximately 700 units per month. Potential sources for the PED must have their design endorsed and certified by NSA prior to 31 August 2007. In addition, interested sou rces must demonstrate past experience in manufacturing cryptographic equipment for the military and reply with their production plan to deliver up to 40,000 devices over a five year period. To be considered a viable source for the proposed action, interes ted sources must address in a white paper all of the following: 1) The sources ability to provide an item that meets all of the above identified technical requirements. This section of the white paper shall includea detailed description of the sources pro duct 2) schedule for NSA certification and 3) a production plan that describes ramp up, testing and sustained production. All capability issues must be thoroughly addressed.
