- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. C6C101CTB22 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, dated April 19, 2006. The Internal Revenue Service intends to award a purchase order for the purchase of 3MHz of Ku-band bandwidth for satellite receivers as "MPEG4 compatible" and leased broadcast (uplink) equipment as "DVB-S/IP including MPEG4 encoding capabilities" to Marshall Communications Corporation for a period of 1 base year of 12 months, and 4 option years. The order will provide upgrades to the current IRS TV Network. This work will consist of upgrading the existing 8 MHz of bandwidth with a 2-channel network to a 3 MHz for internal agency viewing only, covering the United States, including Alaska, Hawaii and Puerto Rico. Services will include: Convert uplink from MPEG2 to MPEG4 Encoder with an option to lease receivers/equipment and cover 151 remote downlink sites; Re-pointing of dish to new satellite service at no charge and provide illumination during re-pointing; and Maintenance and 24 hours a day, 7 days a week helpdesk support. If service cannot be provided on IA-6 (Intelsat Americas-6) or other satellite in the same orbital location, contractor may provide service on a different satellite if the following services are provided at no additional charge: 1. Re-point all IRS downlink antennas to the new satellite service at no charge 2. Re-point the IRS uplink at no charge 3. Provide illumination of both IA-6 and the replacement satellite during the period when the IRS downlink antennas are being re-pointed. The award will be made pursuant to FAR Subpart 13.5. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Offers must be received no later than 2:00 p.m. eastern standard time, May 26, 2006. Responses must be in writing and must be received by the due date and time. All offers shall include FOB point, point of contact (name and telephone numbers), GSA Contract Number, if applicable, business size and payment terms. Interested vendors must be registered in the Central Contractor Registration (www.ccr.gov) to receive electronic transfer of funds prior to award of an order.
