Description
NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA), Office of the Chief Financial Officer (OCFO), Office of Financial Services(OFS), intends to issue a sole source Firm-Fixed Price purchase order to Science Applications International Corporation (SAIC) to convert EPA hardcopy retirement cards into an electronic format according to the Office of Personnel Management's (OPM) latest file layout and continue conversion of the EPA Personnel/Payroll System (EPAYS) Master File into Extensible Markup Language (XML). EPAYS was a mainframe application written mainly in the PL/1 language with reports generated in SAS and FOCUS, and utilities coded in scripting languages: Clist and REXX. IBM Job Control Language (JCL), JobTrack, and Advanced Function Printing (AFP) have also been utilized in this system. The conversion of EPA Retirement Cards is a multilevel task that has transitioned from the original source data developed in these computer languages which are no longer supportable and/or are "dead" computer languages. Fluency in non-supportable source language under EPAYS through the migration to EPA's current payroll system called PeoplePlus before final migration to the Department of Defense Finance and Accounting System dictates proficiencies in the "dead" languages PL/1, SAS and FOCUS to maintain a comprehensive understanding of the requested conversion task. SAIC was the original developer of EPAYS and have been performing maintenance on the system for over seven years as well as migration support services to PeoplePlus. Their history and unique familiarity with EPAYS and its supporting systems has provided them in-depth, thorough knowledge allowing them to make an immediate impact with a minimal learning curve and start-up costs. Historically, newly assigned (but experienced) SAIC developers have taken several months to learn the functionality, programming, and structure of EPAYS and its support systems. Furthermore, SAIC has been involved in the preliminary planning and development for future mandates that are quickly forthcoming as a result of the President's Management Agenda (PMA) mandated by OPM and other EPA initiatives. They made amazing progress toward meeting these upgrades being spurred on by the aggressive implementation dates. The NAICS code for this procurement will be 541511. The period of performance will be June 1, 2006 through September 30, 2006. No Solicitation or Request for Quote (RFQ) is available. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within ten (10) calendar days of the date of this announcement, will be considered.
